Danzo just wanted control over the Jinchuriki, since his proposal to have Kushina marry a ROOT agent didn't work he planned to make Itsuki a ROOT agent. Hiruzen was unwilling to deal with his bullshit so he send him away.
Hiruzen always wondered if he was giving Danzo too much credit, because sometimes he seemed a little too dumb.
Maybe it was because he did not have any experience in romantic matters, but Hiruzen still didn't understand what Danzo thought he would gain by making Kushina marry a ROOT agent, did he really think just because she married someone he appointed she would also trust that person unconditionally.
In the end, Both of their goals were similar but different. Danzo wished for the Jinchuriki to be emotionally attached to a person from his ROOT thus making the Jinchuriki in his camp.
But it's easier said than done, a person like Danzo won't understand the complicated human emotions.
Hiruzen also wished for Kushina to have an emotional pillar, preferably someone he could trust.
But Hiruzen had enough trust in Kushina because Minato was a perfect anchor for Kushina helping her integrate into the village. Minato's wish was to protect Konoha thus Kushina would not desecrate Minato's memory, or at least that is what he would like to believe.
His goals weren't as simple as tying the Jinchuriki to the village, he wished to repay some debts. In this way, he would feel a little better. Hiruzen knew he was being selfish but Hiruzen wanted to alleviate a little of the mountain of sin he had on his back.
Danzo may have thought he was worried about the Jichuriki, but he was only half right.
After the Kyuubi Incident Hiruzen was relieved to find out that Itsuki was fine. If something happened to the boy Hiruzen wouldn't know what to do, he was still filled with guilt about what happened to his parents. He didn't wish for something unpredictable to happen to the boy.

Things were complicated since there were two Jinchuriki and if both of them go on a rampage or decide to harm the village, no one would be able to stop, at least without some casualties.
So Danzo requested (demanded) the jinchuriki to be given to the ROOT to avoid any accidents. Hiruzen vehemently refused and it seemed his old friend was expecting that, so he put forward another equally outrageous demand which made Hiruzen stare at his friend speechlessly.
He wanted to marry a ROOT agent to Kushina to bind her to Konoha, her previous pillar of support was Minato, who was now dead. Hiruzen couldn't help but question Danzo's IQ due to how outrageous this matter was.
But despite feeling the plan was outrageous, Hiruzen couldn't help but come up with an outrageous and seemingly idiotic plan of his own, with little to no chance of success.
But....What if it worked?
Thus Hiruzen refused Danzo's request but suggested another alternative, announcing his decision to marry her to a Civilian, So Danzo wouldn't complain about Jinchuriki being under the control of a Shinobi. Thus although salty about not gaining anything useful for the ROOT, he begrudgingly accepted the decision of Kushina being married to a trustworthy person although not a shinobi but could still pass on information about Kushina to Hiruzen.
At least that was what Danzo thought Hiruzen was trying to achieve, he was right but at the same time wrong.
Hiruzen's decision was based on his selfishness, He wished, by being near an almost Kage-level powerhouse like Kushina, Itsuki would have some form of protection. As for why Itsuki would need protection, Hiruzen knew his friend was a very paranoid person and didn't like to leave loose ends.
Danzo might have thought he was very sneaky when he tried to assassinate him but Hiruzen already knew everything.
Itsuki had Senju ancestry, although his bloodline was very thin. Itsuki's father Fuuji Shun's grandfather was from the Senju clan. Thus putting a target on his back.
He believed in both Kushina and Itsuki's characters and believed they would be able to develop a bond. Itsuki was a very kind young man and Hiruzen believed he wouldn't discriminate against Kushina for being the Kyuubi Jinchuriki.
Although he was a bit hasty with his decision to marry Kushina off, but he didn't have any choice. He had to broach this matter with Kushina while she was in a vulnerable state otherwise she would never accept it.
