Making the citizens Lose faith in the heroes causing civil unrest and Anarchy,

Then their hate for heroes would be more solidified by digging up another heroes dark secret and revealing it to the world And thus Causing Minimal Chaos." When I was done Itadori was looking at me with his mouth open wide, Ainz just looking at me strangely,
