Davos worked on political reform in his office while Cammy and Ghost finished the last details to control military power.
The first thing Davos did was decrease the number of deputies and senators.
Madripoor has just over 2 million inhabitants and has 201 deputies and 39 senators, an exaggerated number
the reason for this is that after the fall of the principality, the rich and influential criminals wanted to share these positions, to avoid problems they ended up creating this huge number
Madripoor is very small, it has only two cities, Hightown and Lower Town which were once the same city, but due to the unequal income difference Hightown has become the capital
That is, it has more political positions than it should, Davos reduced the number to 41 deputies and 11 senators

Davos was still racking his brains when Cammy walked into the office.
"Boss, all done, Boyca and Nguyen have surrendered, Ghost's men have already taken up their positions and the pay raise has kept the military in order" Cammy
"Great, you've worked hard Cammy, I'll reward you with this, you will be head of the national intelligence organization" Davos
Davos thought a lot about Cammy's role, Davos wants to create a CIA-like organization

*option 3, best of both worlds, kill some and resocialize others after all you have little population, rewards = random universe Tier S politician*
Davos looked at the 3 options and couldn't choose, to be honest the rewards of option 1 are his favorite but using diplomacy with bandits?
His Option 2 rewards him with a strong mutant ability, but he must use extreme violence and slaughter any criminals.
Not that he feels sorry for the criminals, but it will undoubtedly be difficult to hide this from other countries.
option 3 is a mix of diplomacy and violence, kill the main criminals and arrest the less dangerous criminals, and then put them in hard labor for resocialization
Reward 3 is the worst looking but most underrated, a Tier S politician would not only be good at governing but be an expert in whatever a dictator needs to be, which would help him a lot.
