Chapter 22 - Training Iternary and Ninja Academy

The next day, Shinjo woke up and before getting out of bed, he created his iternary for the next few years.

First in terms Yin chakra training, he would keep practicing his clan's shadow release and assassination techniques. He had already learned most of his clan's hereditary techniques.

Hattori clan didn't have any unique techniques developed by their clan per se. Their bread and butter was the art of assasination that was honed to perfection in the span of their existence. As part of their unique physiology, they mixed their yin affinity with the prevalent jutsus readily available in the world, made it deadly and solely adopted for their profession.

For example, the shadow steps, which was the Yin version of Shunshin helped the members travel instantaneously, without making a ripple in the surrounding. Truly deadly and silent, focused on assassination only. Unlike the original, that made a *swoosh noise when Ninjas travelled.

For example, the shadow substitute, the yin version of the substitution jutsu, which helped the clan members substitute to any shadows in their vicinity, their range dependent on their proficiency and the time of the day, more effective during the night when the shadows interconnected.

For example, the shadow transformation, the yin version of the transformation jutsu, which helped them blend in with the shadows, making it really hard to locate them by eyesight. Mix that with their Voluntary chakra paralysis jutsu, that slowed their chakra flow to a crawl, it would become difficult for even a sensor to notice their presence.

For example, the shadow clone, the yin version of the clone jutsu, which helped them create an exact physical replica of themselves with a distinct consciousness, that had the ability of unique thoughts and mechanism. Often used in espionage.

These improved version of jutsus if used in juxtaposition with their art of assasination, the probability of survival of their prey became infinitely zero. Which is what made them so deadly.

What's more, the Hattori children had to master them to an acceptable proficiency before they set foot into the field. And they would continue to progress and master them throughout their jobs and missions.

Coming back to the topic.

Secondly, he would expound on the already learned genjutsu from Uchiha Kagami. Honestly he didn't like using Genjutsus during fights, because he was an assasin and normally he was used to kill the enemies physically before they even realized what had happened. Besides he didn't have a doujutsu and the act of using genjutsu itself would give away his position to sensors. So he wasn't required to use them during the assassination. But he understood that there would be situations where the genjutsu would come in handy.

Thirdly, he would continue to train and reduce the time required for his whiteshifting technique to a bare minimum, to the point where he would be able to whiteshift at a moment's notice.

Fourthly, he would train his spiritual stamina by prolonged use of Earth Bending through mind control and the spiritual energy to be agile and strong with minimal wastage, so that he could have a better control over the object.

Fifthly, he would train his earth affinity, by making his chakra to constantly oscillate at different frequencies, thereby increasing his actual earth release chakra affinity. The closer his chakra was to earth, the easier he would find it to bend the earth to his will, if and when he awakened his Kekkei Gekai.

Sixthly, the intent behind his earth control. He remembered the advise from both the senju brothers. The intent would decide the effectiveness and properties of his Kekkei Genkai. He wanted it to be all-encompassing like the mother nature itself.

With the training iternary decided, Shinjo finished his nature's call and breakfast and rushed out to the training ground behind their compound.

It had been a few days since he talked to Kagami and his students.

Tobirama finally decided to enact the very reason the village hidden in leafs was established.

The Ninja Academy. Where the clan and the civilian children would gather and mingle for education,

Which would basically eliminate or at least reduce the gap between the clans and civilians, giving the civilian a chance to rise up in society,

And lastly but most importantly, to give the children a safe haven, where they would get 6 years of mandatory training and be taught in the ways of Shinobi, where they could be provided an idealistic education for the betterment of village and finally make friends of their age.

Thinking of the trio of Kagami's disciples, if they had the chance to be educated in the ninja academy, they wouldn't have to go to missions at such an early age, they wouldn't have to kill and damage their mental state at an age where they should be laughing and playing among their peers.

He didn't have that luxury in his childhood. His little brother, Senju Itama died fighting a battle that wasn't his, at an young age of 6. He felt guilty, it took so many years to finally realize this dream, when he could have done it sooner starting from the first generation of Konoha Shinobis.

With that thought, he called in his trusted aid and tasked him to invite all the jonins available in the village for a jonin meeting.

A few hours later, Tobirama frowned at the inefficiency of scheduling a single meeting. He thought about a scenario where the village was attacked or in any kind of emergencies, if it took a few hours to deploy the shinobis, then the village would be destroyed before they even got a chace to defend.

His mind churned and he thought a preliminary plan to take precautions and counter in such an event. He added that to today's agenda for discussion too.

In the meeting hall, below the hokage office, every jonin available in the village gathered. There were not many civilian jonins. Only a handful. 90% of the jonins were clan shinobis.

Tobirama sat at the head of table, eyed them all once and started the meeting,

"Today I have called for this meeting to discuss and plan two agendas.

First, the establishment of ninja academy." He paused to get a reaction. Most of them present understood at once and their expressions changed.

"This will be an establishment, where the clan and civilian children gathered to study the shinobi profession together.

All clans are to let a few of their children of age 5 or 6 and above to attend the academy, for a mandatory education of 6 years."

As soon as he finished, waves of whispers sounded in the otherwise silent meeting hall. What could they do? The god of Shinobi was still alive and none of them could guarantee they could take the second hokage on. After all was said and done, it all came down to strength. And that was why they had chosen him for the position of hokage, in the first place. For the power and political balance.

The Uchiha representative attending the meeting, raised his hand and brazenly said,

"Hokage-sama, that would hamper our clan's children. No offense to anyone present here, but the Uchihas are the best among the best. Why should we agree to let our children be held back by those who are weaker?"

Although the Uchiha's words irked many, noone dared to voice their thoughts. Hyuga representative also nodded. Afterall, their education system was highly strict and they taught their branch members to always protect adnd sacrifice for the main family. If there appeared an outliers, it would risk their clan's foundation entirely.

As soon as the voice faded, a heavy and sharp spiritual pressure descended above everyone present. It weighed on their very soul, that promised a complete obliteration if not obeyed. The light in the room dimmed and appeared to get sucked towards the spot behind the second hokage.

Turning their heads to look, they saw an Anbu with an Owl mask standing there. His hands casually crossed and a finger in his left hand had been raised. They were frightened by the fact that none of them had noticed his presence. His presence, now very obvious to all, hung like gilotine above their necks.

Tobirama, pleased with the assist said monotonously, "Stand down, Owl." With that, the raised finger dropped and the spiritual pressure disappeared and the light came back to normal. Though he stayed in sight of everyone this time.

Tobirama's disciples, who were representives of their own clans were stunned. Their back was filled with cold sweat. They had been sitting close to their sensei and in turn felt the most.

"I am aware of your concerns. First of all, you don't have to send all of the children. It is fine as long as you send 20 to 30% of them. And secondly, the better the performance of your clan children in the academy, the better your reputation in the village.

And THIRDLY," Tobirama Senju asserted in a deep voice, he looked each of them in the eye and inunciated word by word "The establishment of the academy is not up for discussion. It has been decided."

The conference room became deathly silent. Tobirama continued in a softer voice,

"What we are discussing are the preparation, the location and the rules of the academy, as well as the subjects that will be taught. My Senju clan will donate most of its C rank and a couple of B rank ninjutsus to the academy, to be placed in library and readily accessible for the children of the village. And each clan will donate a few of their jutsus too. No clan secret jutsus are needed."

Seeing no way out, they began ironing out the details and finally after 2 hours of discussiong and heated debates, the matter came to a close.

And 28 years after Konoha was established, it formally welcomed another significant addition, that would become the very foundation of the village.

The Ninja Academy.

Whew. That took a while to write. Initially I didn't take into account the resistance of the various clans to this decision. So I had re-write a couple of times.

And the issue of ninja deployment just came to mind, while I was writing. I thought since everything was new during these times, it doesn't make sense to already have an established system of deployment during emergencies amd war. That will come in the next chapter.
