"Hello Aska, I have some sad news for you. During the investigation Gang Orca died"
"What?!" - Aska was shocked
"*Sigh* well, the control center at his agency told us that his vital signals show that he died. It wasn't cut off suddenly but it slowed down until it flat-lined. So the chances of the signal device falling off of him are slim, but not zero. The hero association have already started to work with the assumption that he is dead" - Nezu
"What does that mean?" - Aska sounded worried, did the author know about the operation, is his mother alright, he hadn't gotten a call from the author today does that mean his mother is dead.
"Calm down Aska. There is a silver lining here. If Gang Orca fought someone there, then this means there is something there. The death of a top ranked hero caused the hero association to take over the case, new heroes are jumping on the case, but they have already requested All might to be off the case" - Nezu
"What! why? If we need this case solved, then he has to be there" - Aska
"Has the author contacted you today?" - Nezu ignoring Aska's question
"No, He hasn't called me at all" - Aska gritted his teeth and answered
"...I have to go now Aska. Nemu will keep in touch with you" - Nezu said and hang up promptly.
Aska sat on the roof for a moment watching the busy city, taking a deep breath, holding back his tears he went back inside.

*Nezu POV*
'I just got off the phone with Aska, He sounded angry, and worried...I understand. His mother is kidnapped after all. And the hero who was supposed to help died'
Exiting from a black limo Nezu hops down and looks at the massive building with {HERO SAFETY COMMISSION HEAD QUERTERS} on it.
Walking into the building, security had to do their usual routine, after I was allowed inside I saw a man in his thirties, wearing a black suit waiting for me.
"Greetings Mr. Principal. Please Madam president is waiting for you" the 30 year old man with black hair, black eyes and average build, started to lead me. I made a mental note to be careful around him. No one works here is normal, and even if there were normal people here, the association president wouldn't send them to greet me.
Anyway I followed the man to the very top floor, I entered the association president office, an office I've been to many times in the past, but still hate it. Human's sure do have an interesting way of manipulating each other
The man lead me to the office and left. Inside the office was The current association president, and her second in command. The president was a middle aged woman with ash blonde hair and turquoise eyes. And her second in command was a man with Beige hair and black eyes. Both were sitting on a conference table in one side of the office.
"Welcome Principle Nezu. Please have a seat" - The second in command, his name was Mera Yokumiru greeted me
I sat at the opposite side of the conference table and waited for madam president to speak. She was just looking at a piece of paper in front of her. Since I walked in she hasn't looked at me once. But I can tell she's tense. Well, I'm a bit tense too.
"You rarely ever leave UA, and even more rarely come to my office...so why are you here Nezu" - Madam president said as she looked up from the paper.
"You seem stressed. Something the matter?" - Nezu
"Are you here to tell jokes? My number 10 hero just died" - Madam president
"Presumed dea-
"He is dead" - Madam president cut Nezu off.
"How are you so sure?" - Nezu
"...Vitals book" - Madam president
I looked at her a bit confused. I know what the vitals book is. It's a quirk that keeps taps on all people who are recorded within it. The wielder has a limited amount of slots in the 'book' to record. The reason I'm confused is because this is only used on spies sent outside the country. I'm not clear about how to record someone within the vitals book, but I know you have to give consent to be recorded was Gang Orca an undercover agent like hawks?
"Why is Gang Orca recorded in the vitals book? I know that there is a limit to how many people can be recorded" - Nezu
"I'm not going to bother and answer that. Well anyway, why are you here?" - Madam president
"Since you want to cut to the chase, then fine. Why are you taking All Might off the case?" - Nezu
"If I tell you, will you leave me alone? I don't have enough energy to talk to you." - Madam president
"It hurts my feelings when you don't want to talk to me. Look I'm small and adorable, how hard can it be to talk to me?" - Nezu in his innocent tone
"This is why I get tired talking to you. Anyway, the location where Gang Orca died is very close to the South Korean boarders. The death of one our top 10 had to be reported to the UN. South Korea of course heard of the incident. And when South Korea knew that All might was going to that area, they freaked out. For some reason they don't want him so close to their boarders." - Madam president
"I find it hard for you to be pushed back that easily" - Nezu
"Of course I fought back as well, but South Korea used their connection with the US and I was pressured from both sides. Obviously they couldn't tell me to out right ignore the death of one of my top heroes, but they demanded that I don't get All Might involved. Alright we are done here. Have a good night" - Madam president
I think there is something bigger at work here, but from the looks of it, she figured as much as well. But let's dig some more
"If that's the case then I can take All Might of the case and send any of my other capable teachers" - Nezu ignoring her remark
"Nezu, many years ago, you and the Association president at the time made a deal. You have full control and authority over your school; UA. You can decide the curriculum, and how to raise those young heroes, that's how you have all of this unrestrained control. In return you are not to interfere with the government, and our dealings. You already stepped on our toes not too long ago, and now you're stepping over the line. Back off Nezu" - Madam president as she narrowed her eyes
"I don't quite recall when did I ever 'step on your toes'. Do you care to explain?" - Nezu
"We made contact with the kid first, and you still took him to UA" - Madam president
"He turned you down of his own choice without my interference. AND he came to UA of his own choice" - Nezu
Madam president sat there quietly without saying anything for a moment, she seemed to be thinking about something.
"Why are you so adamant about taking the boy" - Nezu
"His potential" - Madam president
"I'm assuming it's not as simple as it sounds so what does that mean?" - Nezu
"Do you know how the pentagon was able to keep stars and stripes quirk top secrete before anyone knew about it. I mean when children get their quirks, they tend to show off to their friends and teachers, but how come her quirk was kept secrete from the get go?" - Madam president
"They were able to get to her in time before she showed too much of her quirk, besides I'm certain stars and stripes didn't understand her quirk when she first got it" - Nezu
"True, but the thing is, she never had to spend one day after she awakened her quirk without the US protecting her. why do you think that is?" - Madam president
"Either they knew the second she awakened, or they knew before she awakened" - Nezu
"You're correct. There is a shaman from India who's quirk allows him to gauge the level of power of one's quirk. It's a very simple system. From Epsilons to Alphas for quirk raw power and abilities, and from 1-10 for talent and compatibility. Stars and stripes is Alpha 8/10. To put in in perspective, All Might is also Alpha 8/10. Endeavor is Beta 7/10, hawks is Beta 5/10, and the next highest rated hero was 13 with Beta 5/10 rating. Do you want to know the boys rating?" - Madam president
"I know of that shaman. You said it's a simple system but it's actually more complex than that" - Nezu ignoring her question
"You're right. From what I know it's based on how strong their quirks can be, I don't know the details, that's only known by the shaman himself. The ranking is Epsilons -> Deltas -> Gammas -> Betas -> Alphas. Alphas are the highest rated of course. And the higher the level of compatibility the more power they can draw out of their quirks, or so I believe. Look at Endeavor for example, he has a powerful quirk, but at a certain point the heat become too much for him to bear, or hawks for example who can't control the growth of his feathers, or 13 who can be damaged by her own black holes" - Madam president
"...What is his rating?" - Nezu finally decided to ask
"Alpha 10/10" - Madam president
"Higher than All Might?" - Nezu
"Higher than anybody else. It might seem like only two points, but when you take in consideration that most people on the planet are Epsilons, 2 and 3 out 10 makes you understand the difference. One thing that was unusual though, the shaman would usually say the quirk is 10/10 but this time he said the "boy" is 10/10 which leads me to believe that he is even more special" - Madam president
"Still doesn't explain why take him away from UA. Wouldn't you want him to be a hero to protect Japan. In UA he will become exactly that. He will grow with help of the best teachers and reach that potential you're speaking about." - Nezu
"*sigh*...The US have been on a hunt, gathering different individuals with Gammas 5/10 quirks and above. The boy already fell on their radar he has the strongest level quirk, with the highest level of compatibility, there is no way they won't make contact with him. Many years ago All Might went to the US himself, and when he came back from America and became the number one hero here, the US regretted that, and ever since they have been making sure to scout out young heroes early and make them offers to move to the US. We were lucky, All might didn't show too much of his abilities back then, and he loves japan enough to come back to us regardless of how America tried to sway him, I'm not taking chances with the boy" - Madam president
"I understand your fear, it's not like they never took any of our talented young heroes before. But I still haven't heard the reason why I should hand him over to you" - Nezu
"UA is too flashy, the sports festival is coming up soon. Countries watch trying to scout out young heroes to steal, villains watch to understand their future opponents and heroes watch to scout sidekicks or future competition. All eyes will be on him. I will train him in our facilities and help him achieve his potential without showing him off" - Madam president
"hmm" - Nezu fell into deep thought

Hello everyone I hope you like the chapter. I decided to add a quirk ranking system that is universally acknowledged. I know some may not like it, but I promise, it won't be like those cultivation novels. The ranking only shows the potential of the quirk. This ranking is permanent, unless quirk awakening happens of course.
The ranking goes like this:
Epsilons -> Deltas -> Gammas -> Betas -> Alphas.
And the rating is from 1 to 10.
