The hopeful eyes of others were also on Ebizo, hoping that whatever way he had come up with could be helpful to the village.

"Up till now we have battled Konoha numerous times and everytime we couldn't find a breakthrough and only wasted so many lives"

"Even the plan to bring the One Tail on battlefield backfired with konoha bringing the nine tails Jinchuriki to the battlefield"

"It may be hard to accept but it's a fact that we can't defeat them in a head on fight"

In the office, Ebizo started speaking and others carefully listened and every fact he laid before no one could disagree with it.

"Rather than gathering all the remaining shinobi again and fighting another battle, I suggest we try to weaken the high end combat power of Konoha through assassination, lure one or two important figures out and kill them with absolute firepower"

Said Ebizo his first plan with a gleam in his eyes, the rest in the room all showing thoughtful looks as although it's not like they didn't try to assassinate the key figures before but they didn't give their 100% to it.

"The second plan I have will most likely only work if we succeed in the first one, Iwagakure from the start has been just watching from the sidelines"

"Onoki is waiting for others to consume the power of Konoha but since no major damage occurred to konoha till now, he's still hesitating to jump in the war"

"If Iwagakure enters the war now Konoha can deploy the Uchiha, Hyuga and that shinobi who was able to injure the third mizukage to fight them and Onoki is smart enough to understand that"

"He is waiting! He is waiting for someone to deliver major damage so that konoha is forced to use the reserve power on them and share pressure with them"

"Everyone! We have to pave way for Iwagakure to step into this war and pressure konoha from all fronts!"

Saying that Ebizo stopped talking but his eyes full of passion to do something for the village and Land of Wind.

"As expected of Ebizo-San, truly the greatest mind of Sunagakure" Thought the third kazekage with a relieved face.

The faces of everyone in the room no longer showed expressions of helplessness and despair, all having passionate looks.

Ebizo had showed them a way out of darkness and all they had to do was walk on it carefully and they'll find the light.

"Now we have to determine whose death can bring konoha the most damage?"

Seeing everyone's faces, Ebizo understood they had agreed with his plans so without wasting a moment he started a discussion on how to execute the plan.

"I have someone in mind"

Ebizo's words fell and both Chiyo and Kazekage spoke one after another, anger in their eyes easy to spot.

The attention shifted towards Kazekage immediately as the leader it was obvious to listen to him first.

"A lot of our shinobi were killed silently by someone who wasn't even on the battlefield and in the recent battle if it weren't for him I wouldn't have been pushed to brink by mere students of Hokage" Said Kazekage in a hateful tone and continued speaking.

"The shinobi who uses the spirit transformation jutsu of Second Hokage, even for a kage it is very hard to guard against him and will leave them venerable for few seconds but that time is enough to make a difference in a fight"

Said Kazekage, in his eyes playing the scene of his last battle, if it weren't for him being suddenly getting possessed by that shinobi, he wouldn't have been forced down from the sky and injured and exhausted to that point.

And when he was possessed he also felt the horror of that jutsu, that shinobi tried it's best to force his soul out of the body to kill him and if it weren't for his superior chakra and will, that shinobi might have succeeded.

Those with low chakra and will power are basically lambs to be slaughtered before that jutsu.

"But just his death may not be enough, we need to take down someone who is well-known like Princess Tsunade!"

"She makes a huge difference in and out of the battlefield, not only she possesses monstrous strength but due to her medical abilities not only she comes up with antidote of every poison I appear but also heals the wounded using slugs"

"Her death will surely be a huge blow to Konoha!"

Presented Chiyo her opinion as well, a dangerous light in her eyes.

Before the start of this war, Sand was pretty confident to take down konoha all by themselves mostly due to the poison of Chiyo thinking no one in konoha is capable enough to come up with a counter to that.

But the appearance of Tsunade changed everything and forced Sand to the point of relying on others to fight.

With targets set for assassination, the council began to formulate plans on how to lure the targets especially Tsunade out and after hours of discussion finally a plan was agreed on by everyone, the meeting ending.
