Tokyo

At the Haneda Airport, there stood a lone man with a slim figure. He had mid-length black hair that shapes his head and parts across the front of his forehead with glasses. The man wore the typical black suit and tie attire. His face would indicate anyone that he was in his early thirties but he was actually only 19 years old. Not from how developed his face was but from how tired he looked.

This man was Kiyotaka Ijichi, a window.

Someone who monitors and manages sorcerers while helping them in their task to cover them from the outside world.

'He's supposed to be here at 10:05 AM. It should be time.'

Ijichi was now watching the doors with a nervous expression. He looked down at his watch to see that it was now time. He did his task and put up a sign written 'Isao Arai'.

He remembered the conversation he had with Principal Yaga.

"Engrave this in your mind, the Isao Arai that you knew when you were a student is not the same anymore."

"Uhm, what do you mean by that?"

"This is confidential but I'll tell you since you will be surveilling him when he comes here. He is responsible for killing an entire village."

"How- Wait you mean the same crime as Geto's?"

"Unrelated and unlike Geto's, we don't have the evidence but it's obvious that he's the culprit. I could tell the moment he came back from the mission that he had changed in an evil manner. With Gojo's testimony as well, it is guaranteed he's guilty. So whatever it takes, make sure to keep him by your side. Don't worry about your safety as Gojo will watching."

At that time, the doors opened as a group of people began leaving. He scanned the group before seeing his awaited person.

Though unlike the picture he imagined with everything he heard about him, Arai had two green haired children on him. One was on his shoulders pulling his cheek while laughing while the other was being carried with his left arm pulling her close to his chest.

'He really doesn't look like he would do something like that. In fact-'

Ijichi saw Arai's face, it wasn't a face that screamed happiness but he could feel a sense of kindness in him.

'He looks even kinder than before at school.'

Arai then turned his attention to Ijichi and walked towards him.

"It's good to see you, Ijichi."

"It's good to see you too, Isao." He bowed and showed the way. "I have a car waiting for you outside."

The group went to outside where a limousine was there to pick them up.

Maki who saw this had stars in her eyes. "Wow! Is that the famous limousine? It's really like the movies but isn't it kind of short?"

"Those are the expensive ones, the higher-ups Jujutsu Tech doesn't want to waste their budget on stupid things like that. At least they aren't wasting too much money despite being a group of fools."

'Isao, please don't insult them or I'll be the one in trouble!' Ijichi thought before imagining what the higher-ups would say to him. Just the thought made him shiver. The life of being a manager was rough.

It took a while but they arrived at Tokyo Jujutsu Tech.

'This brings bad memories.' Arai thought as he saw the facilities all around the school. A certain face appeared in his thoughts which made him smile.

'Well I guess not all of them are bad.'

Ijichi who acted as the guide brought them to the dorms and gave rooms for the twins leaving them to explore it.

"Ijichi." Arai's call made him turn around.

"Yes, Isao."

He pointed to Maki and Mai. "Take care of them, show them around of something. I'll be gone for a couple of hours for the meeting."

"Shouldn't you tell them then?"

The twins came out of the room excited but stopped when seeing the two adults. Arai looked down and smiled whilst rubbing their heads earning him a confused look from them.

"I already did."

The room was dark, with no apparent walls other than some paper walls standing straight and a lamp above, both held no support.

The silence was soon disrupted as footsteps was being heard echoing throughout the empty room. Arai had arrived and stopped when he was being encircled by the paper walls. He opened his eyelids making his white irises be visible but his eyes slowly became the normal green.

"I'm sure none of us likes each other and want to be in their presence so let's get this shit over with."

"Indeed we should." An old voice came out from one of the paper walls.

The meeting has ensued.

"First-grade sorcerer Isao Arai, you have attended an illegal auction house selling cursed tools without informing any sorcerer or widow of this."

"You have also let a fight break out between a group of sorcerers and caused 24 civilians to have died whilst also destroying buildings and the like. Do you have anything to say to oppose this?" Another old man said.

"Not really though I don't see how that's my problem." Arai said and shrugged his shoulders. "I didn't kill anyone there nor did I try to but I doubt you old bastards would listen."

Just then the paper wall began shaking as the same man spoke in an angry voice.

"Mind your tongue! Simply answer the question without lying unless asked to. I'm sure you understand your position, do you not? We are the one who are at the top, one word from us and we can send every sorcerer affiliated with the school to chase you down and execute you."

"Then do it."

Arai turned his attention to the paper wall. With his glowing green eyes, every man in the room began feeling the wind even if it was inside the building. Each sorcerer began realizing that the room became even harder to breath in.

"Just try it, see if you can get out of here alive before you declare my sentence."

"You..."

The man unconsciously moved back frightened by Arai. They could not sense his cursed energy but they could tell that he was more powerful than all of them.

"I'm someone that gets to the point so I'll just do that. I didn't come here to talk about my sentence nor punishment, I came here to warn all of you." Arai said as he turned his attention to everyone in the room.

"Don't get in my way and I won't get in yours and unlike Gojo, I won't obey rules if it doesn't benefit me."

"You- we know you brought your daughters here. If we die they won't be safe! We'll make sure they die a horrible death!"

"Threaten me all you want, with anything or anyone but just remember this-"

His entire being was now surrounded by wind as it enveloped him. The extremely strong cyclone expanded and pushed away the paper walls revealing the old men now terrified. Even with the obvious cursed energy usage they could still not sense it, only see it. The shape of his figure was still visible but it now looked inhuman and the pair of green eyes still glowing even with the wind just made him look more ominous.

"I won't hesitate to rip out your throat and shove it back in your mouth if you're ready to take me on."

In an instant the wind died down and Arai was nowhere to be seen. As they regained their bearings, one of them couldn't take it anymore and slammed down his fist.

"We must punish him! His disrespectful behavior will only undermine our authority!"

"I am in accordance. This man is a danger to not only us all but our authority."

"But you are all forgetting something. Arai is not only more powerful than what we thought but he also has ties to the Zen'in clan and is a friend of Gojo. If we attack him than they would most definitely defend him."

They all became silent, Arai had become a much bigger problem than they had expected. The higher-ups filled with seasoned experts would of never guessed that a grade 2 sorcerer would pose this much of a problem. Now they had to classify him as a grade 1, the same as they are.

Though the biggest problem was the fact that they could not really pin any blame on him. The biggest thing they could actually accuse him of was the fact that he could not save everyone. The crimes he committed can not be assured due to his invisible cursed energy.

They did not know what he had done to achieve this but they understood that if another similar existence to Toji would come forth in their world, then they needed to snuff it out before it could grow stronger.

"What should we do then?"

"We can only watch and restrict him. If we do something too big we will be under fire by them. Do everything to restrict him the most we can, and not let him gain any authority. Until we can find a fault in his actions, we will just do that. That is how we win this fight."

"Indeed."

"Then let's do that."

"No matter what he does, Arai won't brandish his weapon against us."

They had made their plan against Arai and decided to do everything in their power to restrict him. But unknowingly, one of the elders eye's began glowing with a green light before it dimmed down.

However, no one noticed this odd light as it only appeared for a split second.
