Chapter 6 - Protective Sister

The council room was filled with silence until is was broken by one of the elders Homura Mitokado "how dare you talk back to the Hokage you are a nobody, you have no clan backing on what idiocy do you believe you have any right to question his orders".

Shinko released all her killing intent on the entire room and ANBU rushed to protective stances around the Hokage. Shinko spoke with a viscous tone "I am the Angel of Death Shinko Inari of the swift release and I owe you nothing elder. I fought and defended Konoha during the Third Shinobi war even though I was not born here, I was an elite Jonin before I retired and I assure you I have not stopped training I simply have no wish to fight for a village that has done nothing for me as my family was butchered under their "protection" I assure you any of you dare make a move against my Otauto I will massacre everyone here as none of you with the exception of the Third Hokage are my match."

The temperature in the room dropped as all clan heads had their pride but they knew she was a Kage level Shinobi during the war and if what she said is true she is even stronger now. Shinko looked coldly at The Third Hokage and said "I repeat on what grounds do you have to force me to release Kai? He is my adopted Otauto and you have no control over him as he is still a civilian and so am I. So tell me Lord Third, what are your grounds. If your answer is not satisfactory I will leave the village and take him with me and none of you have the capability to stop me."

Hiruzen sighed and told his ANBU to stand down, "I assure you Shinko-san I have no wish for harm to befall young Kai but he beat three civilians and put them all in hospital, we simply wanted to take him into our care to better teach him restraint." Shinko glared at him and said "so he should allow three boys to gang up and attack him? He is also a civilian so yet again the council has no grounds to take him from me."

Nobody had an answer for that, the council and the clan heads have never been refused before so they didn't expect anyone to refuse them but like she said they have no grounds to take him. Danzo let his anger get the best of him and said "you are as aware as us who his parents were, give him to me so I can shape him into a real weapon for Konoha" as he released his killing intent.

Shinko's eyes glazed over in anger as she quietly said "One more word Danzo and I will gut you like a pig where you stand, your ROOT ninja that are "hiding" their presence here are no match for me and you will NEVER have my little Kai as a weapon of yours, that I can assure you." The rest of the council were taken aback as the Hyuga and Uchiha clan heads activated their Dojutsu and quickly spotted the ROOT Ninjas in attendance. They glared angrily at Danzo who was shocked she had sensed them.

Hiruzen released his own killing intent and said "How dare you Danzo, they are not allowed to be present in council meetings have them leave immediately." Danzo muttered angrily as he sent his ROOT away. During all this Kai was shaking as he felt all the killing intent in the room he further pushed himself into the back of Shinko completely terrified as he activated his Chakra in an effort to help him stop shaking. The Hyuga clan head who still had his eyes activated looked at the little kid in shock. Shinko quickly realizing what was happening turned and pulled him into her embrace and tried to reassure him, cursing herself for letting her emotions get the best of her.

Hiruzen looked at the Hyuga and asked "what's wrong Hiashi, why do you look so surprised?" Shinko knowing the secret was out and sighed. Hiashi looked at Hiruzen and said "his Chakra, it is purple it suggests he has more than one elemental affinity." The council was shocked first that a three year old had already accessed his Chakra and second he had a possible Kekkai Genkai. Hiruzen looked at Shinko and said "what elements does he have Shinko-san?"

Realizing she had no other choice she admitted "He has an affinity for Wind, Lightning and Fire." The council was left in a daze, especially the clan heads who knew who his parents were and knew what those three affinities meant. They could not let such a gem leave the village. Shinko stood resolutely and said " This miserable excuse of a village has no right to my little Kai. We will be leaving as soon as possible."

Hiruzen who finally got over his shock quickly capitulated "You can't take him away he is too important for the future of the village" the moment he said that he knew he messed up. As he took in the hateful look from Shinko who said "That is exactly why we are leaving all you see is a pillar for the village he is a three year old boy who has had nothing growing up. Any of you could have adopted him and cared for him but you put him aside and left him alone."

Hiruzen frowned as Kai was simply too important to the villages future, he was three and took down three older boys and had a possible Kekkai Tota. He quickly said I will make all information about him a SS-Rank secret, I will put in writing once he comes of age if he still wishes to leave the village he will be allowed to freely go despite his rank at the time and that he is exempt from the CRA. He will have complete control of his future I just ask you allow him a chance to grow up here and follow his wish when he is of age.

Shinko looked down at Kai in her arms and asked "what do you want to do Kai?" I want to stay Aneki I promised to be Naruto's friend and help him as we grow up". Shinko sighed to herself and knew he was too good to abandon his friend like that.

"Very well we accept your terms. He will be raised by me and taught by me until he becomes a genin and is put in a team. If anyone tries and make a move on him I will turn this miserable excuse of a village into a pile of ash and you all are more than aware that I am capable of doing exactly that." With those words Shinko body flickered away from the council.

Silence once again fell upon the council room as Hiruzen sighed "we must make him treasure this village if we want to keep him in the fold. Damage has already been done and it will be difficult to have him trust anyone in this room again. I implore you push your kids to become his friend and Danzo if you dare make a move on him I will allow Shinko to execute you. All this trouble was caused by you in the first place and he is much more important to the future of this village then you are. ROOT ninja in my council room, do anything like that again and I will disband the ROOT and expel you from the council. Our friendship can only save you so many times"

The council all nodded as they thought further upon the future of Kai Ookami who may surpass his parents, even they didn't possess three elemental affinities.
