Raphael and Ataman teleported from the Asgard back to Sokovia. Raphael looked at the Ataman and said," Won't you ask me why I let them live?". Ataman replied," Master, it doesn't matter to me since you must have thought of something".
Raphael nodded and said," Indeed, I think that they can be of use to us, not to mention, they are potential subordinate candidates ".
Ataman: Master while I don't doubt you since you can just power those bugs easily but their loyalty is still questionable.
Raphael: Indeed it is but, we have seen their loyalty to Asgard thus they can be of use if their loyalty is shifted towards us.
Ataman: Master you are smart as always, so how to make them loyal? Fear, torture, or something else.
Ataman had a smirk while he said this, Raphael shook his head and replied.
Raphael: A mixture of Gratitude, fear, and torture will be enough to make them somewhat loyal, and I have an idea that will definitely make them loyal and after that, we can slowly increase their loyalty.
Ataman nodded and bowed to show his respect and adoration for him/her.
Raphael: We will be taking a short break, for now, you can relax, take this your Identity Card, Smartphone with 10 million Dollars in your account, Ac card, and keys to your House and Car in New York.

Ataman's eyes shone on hearing that since he always wanted to travel and explore Multiverse so exploring Earth will be the start of his journey. ' Master is considerate for me Fufufu he/she is the best Master ever!', he thought and gave a mental node, then he took the Card, Smartphone, Ac card, and keys and teleported after the necessary info Raphael transferred into his mind like the location of his house, Account Number, Pin Number, etc and some Basic manners and common sense of Humans.
After Ataman disappeared Raphael looked upwards and said," Why don't you show yourself? It has been a long time since you have been stalking me".
For a few seconds, everything became quiet then a spatial crack appeared, from the Spatial crack a Humanoid living being came out, he had purplish green skin and four heads floating above his neck. He is Living Tribunal, one of the most powerful Cosmic Gods of Marvel.
He had no expression on his face like Raphael, he looked at Raphael and Replied," I wasn't able to sense that if you were able to sense me, impressive but this should be expected from his Successor".
Raphael: You wouldn't be able to even find me if not for me deliberately giving you the access to do so, one of the powers he granted me, so I already knew from the moment you peeked at me.
Living Tribunal: Hmmm, if it is his power then it should be true.
Raphael: So for what reason you are peeking at me?
Living Tribunal: He gave me orders to protect you from any other Cosmic beings, as for other beings I was ordered to help only if necessary or required, I was about to help you when Cython almost killed you but I already have seen your powers of Devouring that's nature is even higher than most Cosmic beings equal to a Cosmic God like Phoenix, so I looked for a bit more before interfering and you surprised me by killing him when you are not even a Cosmic entity.
Raphael: It seems at least you have some confidence in my power.
Living Tribunal: Yes, after all, you are the next Ruler of the Multiverse.
Raphael after hearing his words understood that OAA or Ahura Mazda's clone wanted him to rule Marvel Multiverse after him.
They continued talking and their tone was very monotonous, making the atmosphere between them awkward many times and occasional silence between their talks but for another moment they continued as if nothing happened.

It goes like this Mortal Tier< Super Mortal Tier< Demi-God Tier< Low God Tier< Intermediate/Mid God Tier< High God Tier< Primordial God/ All Father Tier< Great God/Super God Tier< Cosmic Entity Tier< Cosmic Being Tier< Cosmic Lord Tier< Cosmic God Tier< Above Tier.
All of them have sub-divisions.
Mortal Tier has subdivisions 1 to 10, in which 1 is the weakest and 10 is the strongest.
Tier 1- Like some Bacteria and Amoeba fall in this tier.
Tier 2- all living creatures, in short, the smallest multi-cellular animals, fall in this tier.
Tier 3- small insects like mosquitoes to beetles fall in this tier.
Tier 4- Small Animals like Rabbits to Boars fall in this Tier.
Tier 5- Gorillas and Bigger animals like Giraffes and Elephants fall in this tier.
After this tier both Intelligence and physical aspects are taken into consideration
Tier 6- In this tier Stone Age Humans and other sentient species.
Tier 7- In this Tier, a species is around the same level as Middle Ages humans.
Tier 8- In this Tier Modern Age Humans and the same level other species come under.
After this, any Physical or Intelligence aspect of a being somehow makes a being strong enough to fall in this Tier.
Tier 9- Athlete level Humans like Usain Bolt come under this tier.
Tier 10- Strong and Deadly humans like Natasha and Clint come under this Tier.
Next is Super Human Tier which is also subdivided into 1 to 10 sub-tiers.
Super Mortal Tier 1- Beings like Captain America.
Super Mortal Tier 2- Beings like Vulture.
Super Mortal Tier 3- Beings like the Beast.
Super Mortal Tier 4- Beings like Iron Man, The thing, the living Torch, etc.
Super Mortal Tier 5- Beings like Spiderman, the Lizard, etc.
And it goes on till Super Mortal Tier 10 like this.
Mortal Tiers and Super Mortal Tiers are very chaotic and they take only the total average of that being, if that being has any special skill or something else he can defeat the beings above his Tier. The Difference can be between 1 to 9 Tiers.
Then Comes Demi God Tier having beings like Hulk( MCU Version and other weak versions of the Hulk only). This tier is subdivided into low, mid, high, and peak.
The same is with Low God, Mid God, High God, Primordial God/All Father level, and Great God.
They also are subdivided into Low, mid, high, and peak.
Then comes Cosmic tiers and they also are sub-divided into Low, mid, high, and peak, all the way above to Above Tier named after One Above All the only known being by the beings of this Multiverse to possess this Tier.
Though all the tiers are just representations of their power levels in a Pyramid order and it does not define that Tier 1 cannot defeat Tier 2. Though chances of the lower Tier defeating the higher Tier decreases as the No. of Tier between them Increases.
Even so with high Quantity and temporary power-ups and other things like Technology lower Tier beings can defeat higher Tier beings.
Living Tribunal is a Cosmic Tier being.
Ataman is a High God Tier being since he is a soul stone and possesses something akin to a very strong divinity of the souls and there are other factors as well.
So Ataman can even defeat an All Father or Primordial God if he has something like surroundings, weapons, technology, energy capacity, etc in his favor, he also has 5 to 10% of defeating a Great God Tier/Level being in one in one if may things are in his favor.
Because Ataman is just a Soul Stone an infinity stone of one of the weaker Marvel Universes his strength is very good.
As for Raphael, he is a Great God Tier being and all these Tiers are based on Earth 666's power base so Raphael is quite strong.
The next thing about Multiverse is that except for Cosmic Gods and Cosmic Lords no other being is singular in this Multiverse, every being has a variant of it in different versions of Marvel.
Also, many Cosmic Gods and Cosmic Lords have their clones to do their tasks more influentially, like Phoneix which is a Cosmic God but has many weaker clones that are 1 Tier weaker than him all over the Multiverse, Several of them in many different Universes.
Living Tribunal is the only one that doesn't have clones.
Eternity, Infinity, Death, Entropy, Phoenix, etc have several clones in different versions of the Marvel Universe.
Raphael after understanding everything Thanked Living Tribunal, Living Tribunal went back to Multiverse Border continuing to watch him and making sure he is safe.

After hearing the Tiers I understood where I stand and I am above every being characterized below the Universal level which is good to know. For now, I will relax a bit and see what actions I should take next.
Raphael: Today was a tiring and very progressive day.

(Author's Note- The Ranking of power level is based on Earth 666 while I took the versions of people to compare from Earth 199999 so many heroes have lower tiers comparison to their Earth 666 counterparts like Hulk in Demi-God Tier while Earth 666 Hulk is of Mid God tier at average and can go all the way up to Great God Tier temporarily.)
