- Four months later -

In the conference room of Hero Public Safety Commission, top Pro Heroes are gathered together for a important meeting. Endeavor came rushing to the building when he learned that Ichika was the one who's leading the meeting.

"Falcon!!"

Endeavor was blazing in anger when he saw Ichika sitting on the table with conceited grin on his face.

"What's wrong? Do you have any problem with me?"

"Everything about you is the problem! For me, you will always be a villain. I'm going to arrest you and I bring you back to Tartarus!" Endeavor declared.

"Pfffffft~"

Ichika chuckled then he laughed hard.

"Ha~ Ha~ Hahaha! Haha! Ha! Ha! Ha! Ha! Ha! Ha! Wah! Hahahahahahahaha! You have no power here, Flame Hero: Endeavor." he followed.

Endeavor gritted his teeth with his glare focus on the acting president of the Hero Commission.

"Remember, Endeavor. Without me, the Commission and Pro Heroes should be abolished several years ago because of lack of trust from the people. Thinking back, my father All Might will be the only remaining hero and you guys will lose your jobs, and I don't want that to happen."

"Who's do you think caused all of this?! Everything should be fine until you appeared! Because of you--"

Ichika stood from his seat and faced Endeavor who's approaching him until All Might appeared and went between them.

"Stop right there, you two. No fighting here!"

The two glanced at him.

"Oh, Dad. You finally arrived." Ichika just smiled at him.

"You're really such a troublesome kid, Ichika." All Might responded.

"All Might. How dare you defend your villain son!" Endeavor glared at him.

"Dad doesn't have to do this! If you have a problem with me, let's just take this outside! It seems like you really love getting beaten by me."

"That won't happen again! I'm gonna burn your ass this time for sure!"

*Bang!* *Bang!*

Endeavor was completely shock when someone shoot him from behind. He noticed that Ichika was hit too and the two of them fell on the floor.

"Ugh!"

"Knock it off, you two."

It was Lady Nagant who shot the two of them which her arm that turned into a sniper rifle.

"You shot me, Lady Nagant!" Endeavor yelled while he quivered in pain.

"Don't worry, I didn't mold my ammunition. It's the same as rubber bullets." Lady Nagant told and she turned back her arm.

Ichika stood up like nothing happened,

"Liar, you used a hardened bullet against me."

"Well, it doesn't have any effect to you anyway."

Endeavor stood up and glared at Lady Nagant,

"Not you too!"

Lady Nagant ignored him and just sat on a vacant chair.

One by one, pro heroes came and entered the conference room. Mirko was with Ryukyu and behind them was Mt. Lady and Midnight glaring at each other. Shield Hero: Crust, Fiber: Best Jeanist, Ninja Hero: Edgeshot, Gang Orca, Kamui Woods, Fat Gum, Wash and others followed inside the room and they sit along with each other.

When Mirko and Ichika meets each other's gaze, Ichika smiled at her and waved his hand but Mirko remains indifferent to him and looks away.

Ryukyu noticed Mirko's face which is slightly red,

"Mirko, you're acting strange again. Where did the confident 'you' went to?"

"Ssssh!"

Mirko tried to convince her to remain silent.

Ichika sighed then he went to his table in the middle and sit on it.

"We have important meeting today, Endeavor. Let's just settle our personal dispute next time."

"Fine."

Everyone sat down and the meeting has finally started.

"I would like to thank each of everyone of you for coming here today. The investigation of Pro Heroes has finally came to end and more than 70% was able to retain their job as a hero. Congratulations on surviving these past three years without a single pay and with only monthly allowance coming from my pocket."

Everyone was silent, remembering their hardship and shame in relying financially with the acting president. They became frustrated of their situation but they should be able to overcome it or they can't call themselves Pro Heroes. They hated being mock as incompetents by the guy who caused of this situation to them.

He might be the reason of their hardship but they can't blame him given that they found out that some Pro Heroes are actually members of some villain organization and they are spying on them. It was difficult to believe and accept that some of their friends and comrades are deceiving them.

"For those who remains passionate of their job and sacrifices themselves for the safety of citizens, you guys are the Real Heroes! Starting today, Pro Heroes are back to business! The budget was already approved by the Ministry of Finance and you guys will receive your three years worth of salary together with the other benefits. Of course, it was increased by 50% as I promise several months ago."

All the Pro Heroes are satisfied with the news and all their hardship became fruitful.

"But there's a problem." Ichika followed and they became unhappy.

"Huh?"

"What is it this time?"

"Are you making us suffer more?"

"Aren't you satisfied tormenting us, Falcon?!"

Most of them complained to him.

"We are kinda understaff, so we need more new recruits of Pro Heroes from schools." Ichika revealed with serious tone.

All of them looked at him with squinted eyes,

"It has nothing to do with us!"

"Deal it yourself!" they retorted.

"Oh, before I forget to tell you guys."

Ichika remembered and took out a card from his pocket. Everyone was surprised when it was Pro Hero License with Ichika's picture on it that was shown to them.

All Might grinned, seeing his Pro Hero License.

"Huh? Spoonbender?"

"What the hell is that quirk?"

"We studied and trained out ass off to have that license and you get it without any effort? How unfair!"

"A Villain turning into a Pro Hero? How ridiculous!"

Most of them complained to Ichika but he just smiled at them,

"According to the rules, the Hero Public Safety Commission can grant Hero License to those qualified Vigilante. Mera has already accepted my application and became a Pro Hero."

Ichika stood up from his seat.

"If you guys think that I'm unqualified? Don't worry, this is just temporary until graduated middle school. I will enter UA Highschool and graduate over there without using any of my quirk to show you guys that I'm already more than qualified!" he declared.

Everyone in the room was completely shock.
