Mineta bought all 3 of these, but do not misunderstand, it all came in a bundle from the system book with a percentage off, he originally had 363 Winner's points, total concentration breathing was 100, recovery breathing was 50, and total concentration constant was 140, and if you add it all up it would be 290.
But with the bundle, it all came for 150, making Mineta now have 213, now your probably asking yourself, how does Mineta have so many winners points? Well first off, let's start with, when he bought the enhanced health and accelerated development, he had left over winners points, then let's take into account the fact that he trained with Tsuyu, with winning every single training match, which counted for points. He learned a lot from having Tsuyu as a training partner.
Having Shinso as a training partner helps with Winner's points, that's the reason why he wanted Shinso to become his training partner, not only that, he heard of rumors in his past life, that Shinso would be taken under Aizawa to become his student or something, so he was going to become a potentially strong ally, and his quirk was also fascinating.
Making connections is never bad, but at the end of the day though, Mineta now sees him as a friend. Mineta only thinks of people as tools when he needs to and when it's necessary.
Anyway, continuing the talk about the winner's points, adding the game he played with the losers, which counted for a lot because, you need to take into account the number of people, their status, and their strength, as well as the game, not only that with the game being in there favor it added a bonus.
That's why Mineta has that amount of winners points, the cost of powers, techniques, and items work as to how "powerful" the system books deem it to be, not by how useful it is, and how much potential strength is going grant Mineta.

It's been a few seconds since he bought the bundle, and Mineta's breathing slowly changed, he was sure that by the time he got to the 1 vs 1 he would have it mastered, Mineta was currently sitting with Shinso and Kaminari in the cafeteria. Believe it or not, Kaminari and Shinso got oddly along quite well with each other.
Kaminari a flirty guy, Mineta a now cold intellectual dude that's pervy, and finally Shinso, a guy who wants to become a hero and make people realize that all quirks should not be categorized and that there's no such thing as a "Villany" quirk. It was quite the odd trio. But hey, they were having fun together.
"...does he normally eat this much?" Shinso ask Kaminari baffled by the amount of food Mineta was ingesting.
"Apparently yes" Kaminari responded baffled as well, was this man truly human? Also, how is he not fat?!
Mineta shortly finished eating and with a very serious face, he said, "It's time" While interlocking his hands like a mastermind.
"What?" Shinso says looking at Mineta confused, "Wait you don't mean?!" Kaminari exclaims in shock.
"Yes my dear comrade, it is time for THAT!" Mineta said, loudly saying the last word, Kaminari couldn't believe it, the time was now!
"What is going on?" Shinso says confused, but worry not, he will find out.
...
"Hey, Yaoyarozu, Jiro" Kaminari says while walking up to their table with Shinso and Mineta.
"hm, do you need something?" Momo answers confused as to what he would need with her or Jiro.
"Yaoyarozu, I'm sure you know this already since your class rep and all, but..." Mineta turned around and pointed at girls wearing the U.A cheerleading costume, "they said everyone has to wear those for a cheer battle in the afternoon"
"Ehhh!" Jiro made a noise while her face turned red, she wasn't the type to wear clothes that would show much skin. Meanwhile, Shinso, who was next to Mineta was staring at them with a blank/straight face.
"I didn't hear anything about such an event though..." Momo said thinking that they probably just forgot to tell them or something.
"You don't have to believe me, but ask Aizawa if you want, we were stopping by just to remind you in case you forgot" Mineta said, Kaminari was nodding his head to agree with Mineta, and Shinso was still looking at the 2 with a blank/straight expression.
"I see, okay, I'll tell the other girls" Momo says while turning around and walking away with Jirou. Mineta and Kaminari had grins on their faces.
"...how did I end up with you 2"

"..." The girls of 1-A had cold expressions on their faces after just finding out that they were never supposed to wear the cheerleading costumes they are currently wearing.
"MINETA! KAMINARI! YOU TRICKED US DIDN'T YOU!" Momo loudly shouted at them while those 2 were giving each other thumbs up, Shinso was next to them as you can guess, with a blank/straight face.
"Sometimes, my own genius just scares me" Mineta says with a look of sadness with his hand on his forehead, Shinso was starting to believe that the guy that was on the cavalry battle taking other people's headbands with a cold smirk was someone else.
Truthfully the only reason Mineta did this was because of...'Look at them thighs!!' Mineta thinks while looking at Tsuyu. Yep, he only did it so he could see Tsuyu in the costume and it was better than he imagined.
He wasn't looking at the other girls of 1-A, quite frankly he could care less about them but when it came to Tsuyu...during the 2 weeks of training, Mineta trained with Tsuyu almost every day which was more than enough time for them to call each other friends.
While Mineta was staring at Tsuyu, Tsuyu noticed Mineta's stare, she looked at Mineta, and suddenly they made eye contact, and they kept their eye contact until...
"All right everyone! Let's have some fun competing in the recreational games!" Shouted Present Mic, which resulted in Mineta and Tsuyu breaking eye contact and paying attention to the screen.
"When that's over, the sixteen from the four teams that made it to the final round will duke it out tournament style, one-on-one!" Present Mic followed up, everyone started cheering, students made their comments, and after Midnight started speaking again from the stage.
She started talking about how the students could decide if they want to play the recreational games, if not they could just take a break until the 1vs 1, those who, qualified of course, then something happened.
Both Ojiro and Shoji raised their right arms and Ojiro spoke, "Midnight-sensei, me and Ojiro would like to Withdraw"
Everyone made a noise of surprise, while Mineta's and Shinso's expressions grew dark, in the way that their eyes were shadowed, they didn't feel guilty, but most likely the attention will go to them, Kaminari who was next to them was confused as to why they made that expression.
Class 1-A started asking him why and telling him how this was a rare chance for the pros to see him and get an intern, and finally, he dropped the bomb.
"I don't remember anything from the cavalry battle until the end...I think it was that guy's quirk as well as Mineta who was helping him out" Ojiro said, everyone, turned to stare at them, Kaminari who was standing next to them had mixed feelings, he didn't know what to think, but he knew one thing...leaving the bros is something boys should never do, so he instead just kept quiet.
Ojiro and Shoji proceeded to say how their pride couldn't let them go into the one-on-one battles, they felt like they did nothing, which was false because they did a whole lot...under brainwashing but still, that has to count for something.
Finally, it was up to Midnight to decide what to do, "youthful talk like that is something...I like! Shoji! Ojiro! I accept your withdrawal!" Midnight said excitedly.
She went on to say how 2 people needed to move up to take their place and everything happened just like in the anime, kendo said that Tetsutesu team should go because they fought toward the end, and so Tetsutetsuand and Ibara (green vine girl) was chosen just like in the Anime to fight, it was truly remarkable for Mineta to watch it happen, he couldn't remember exactly how the scene went in the anime.
But he knew that the way things went this time was a bit different. Finally, the matchups were shown, and everything was the same except for 2...Mineta vs Ibara and Kaminari vs Shoto.
'Fuck' Mineta thought.
