Jiraiya peered through his telescope, adjusting the focus as he gazed at the girls in the distant bathhouse. Drool dripped from the corner of his mouth.
However, his indulgence was interrupted as he sensed someone's presence. He turned his head, only to be surprised by the appearance of Uchiha Fugaku, the head of the Uchiha clan. Jiraiya wondered how strong he was.
"Ahaha, it's the clan head, Fugaku. What brings you here?" Jiraiya said, feeling embarrassed as he sat up and scratched his head. He laughed nervously, feeling ashamed to have been caught peeping.
Fugaku smiled at Jiraiya and said, "I was curious to see what Jiraiya-sama was so intently focused on while lying here." In his heart, he thought that Jiraiya, a person in the Naruto world, could openly peep at women taking a bath.
Jiraiya stammered, "Ah? That… Ah, yes… I've been preparing to write a novel recently, so I need inspiration. Yes, that's right, it's for my new book." He couldn't help but admire his own quick thinking. It would have been one thing for someone else to catch him, but for the head of the Uchiha clan to find him, it was mortifying.
"Oh? inspiration for a new book?" Fugaku smiled and reached out his hand towards Jiraiya. "Come on, Jiraiya-sama, don't think I don't know what you're up to. As the captain of the Konoha police force, I have the right to confiscate tools of crime."
Jiraiya was caught off guard and had almost forgotten about Fugaku's position as the captain of the police force. Awkwardly, he handed over his binoculars to Fugaku and was made to leave. He knew he had to go; after all, he had been caught peeping by the captain of the police force.
But Fugaku wasn't about to let such an opportunity slip away so easily.
"Jiraiya-sama, do you want to leave just like that?" Fugaku called out as Jiraiya jumped off the roof.
Jiraiya was taken aback and turned to look at Fugaku, who was still on the roof. "Ah? Is there anything else?" he asked suspiciously.
"There is nothing else. As the captain of Konoha's police force, I must perform my duties," Fugaku replied, jumping down from the roof.
He couldn't help but feel amused at the situation and the thought of Jiraiya violating a woman's privacy.
"I believe that you have violated her privacy and disrespected women. You must apologize to the woman who is taking a bath in the bathhouse. Otherwise, you will have to come with me to the bureau... uh, no, I mean the police force department."
Jiraiya stared at Fugaku in disbelief. "Hey, do you have to be so serious?" he asked.
"I can't help it," Fugaku replied. "It's my duty. If I hadn't found out, it would have been fine. But now that I have discovered it, I must give an explanation. Otherwise, Hokage-sama might doubt my abilities as captain. Let's do this: since it's difficult for Jiraiya-sama as well, I won't force it. As long as Jiraiya-sama agrees to one of my requests, I will let you off the hook." Fugaku spoke calmly, silently brewing his own plan.
Jiraiya frowned and asked, "What request?" He was not afraid of making things bigger, but he wanted to figure out what Fugaku had in mind.
Fugaku smiled harmlessly and said, "Let's have a spar."
"what?" Jiraiya was confused. Had Fugaku taken the wrong medicine? Why would he ask to spar with him? Jiraiya wondered if Fugaku was deliberately trying to make things bigger, using the peeping incident as an excuse to fight with him. But why would he want to fight?
Jiraiya knew about the tension between the Uchiha clan and Konoha's high-level officials. As a disciple of the Third Hokage, fighting against Uchiha Fugaku could have a negative impact, regardless of whether he won or lost. Jiraiya looked at Fugaku suspiciously, trying to figure out his true intentions.
Fugaku noticed Jiraiya's suspicion and explained, "In fact, I have no ulterior motive. Recently, I have developed two new ninjutsu, and I want to find someone to spar with. It seems that the abilities of others are not up to par, so I was wondering if Jiraiya-sama would be willing to spar with me."
Fugaku admired Jiraiya and had found that he could only truly gauge his own strength when fighting against a strong opponent.
There were few people in Konoha who could match him in battle. The Third Hokage and Danzo were possibilities, but the Sannin and Minato were the best choices.
Minato had left after a meeting that morning, so when Fugaku happened to run into Jiraiya, he thought it would be a good opportunity to ask for a spar.
"Do you guys even realize the consequences of our fight?" Jiraiya asks in a deep and serious tone.
"Of course I do. Can't we just fight secretly?" Fugaku shrugged off.
Jiraiya turned to leave. "You want to fight for such a boring reason, just because you've developed two new ninjutsu? Goodbye."
"Well, if we don't fight, then everyone in Konoha will know. that I, Uchiha Fugaku, challenged Jiraiya, one of the three Sannin and a student of the Third Hokage. But he's too scared to fight."
