Naval Headquarters, Marineford.

In the square at this moment, numerous Marines stand with weapons in their hands, gazing at the square in front of them. Each Marine's eyes are filled with longing because today, three new Marine Admirals will be appointed. They all aspire for promotion and success.

Among the ordinary Marines, there are over ten Marine generals standing. The individuals in the first row are Vice Admirals, the elite of the Marine. In the second row stand Rear Admirals, the backbone of the Marine. Behind them are officers of various ranks.

At the top, three young men stand. To the left is an individual with bushy hair, wearing a Marine hat, and a twisted beard on his chin. He is Admiral Sengoku, also known as Sengoku the Buddha. He is the future Marshal of the Naval Headquarters, but for now, he is just an Admiral. To the right is a young man with purple hair and sunglasses, Admiral Black Arm Zephyr.

Standing in the middle is a young man dressed in a Marine uniform with a cloak of justice. He carries a black knife at his waist. This young man will soon become a Marine Admiral with the code name Qinglong. His name is Levi. Yes, he is a traveler from another world.

Just five years ago, Levi arrived in the world of One Piece and became an ordinary Marine. Initially, he had no strength and was merely a recruit. Only two years ago, he unexpectedly awakened a special system. It happened when he stumbled upon a pirate's treasure and activated the system.

This leisurely life system requires no effort on the host's part. No need to recharge or complete tasks. All Levi has to do is enjoy leisure time. During these leisurely moments, he gains a great deal of experience. Experience can be in the form of physical skills or Haki abilities. He also occasionally receives rewards such as the Marine Six Styles or Conqueror's Haki. All these skills and abilities are rewards from the system since he did not possess them before.

With the help of this system and the novice gift pack, Levi became a Marine Admiral in just two years. Of course, before achieving this rank, he had worked as a Marine recruiter for several years, earning his seniority. The gift pack included a random Devil Fruit, and Levi obtained the Zoan Eudemons Blue Dragon form. This Devil Fruit, extracted from Kaido, had no side effects and was slightly superior to Kaido's own. It could be considered an enhanced version of the fish-fruit phantom beast species' blue dragon form.

"I envy becoming a Marine Admiral too." "Yes, being a Marine Admiral would be amazing." "By the way, which Admiral is your favorite? I like Admiral Sengoku." "I also like Admiral Sengoku, but I prefer Admiral Qinglong."

A group of Marines exchange conversations, their eyes filled with envy and desire. They can't help but hope to replace Levi and the other two Admirals. However, their voices are hushed, fearing others might hear them.

After what seemed like an eternity, Marine Marshal Kong finally appears. Levi, Kong, and the others feel genuine happiness in their hearts. It is an honor for the Marine to have such powerful Admirals. One possesses the form of a Zoan fruit, while another possesses the form of a blue dragon Zoan fruit. Two out of the three Admirals possess destructive Devil Fruit powers. The remaining Admiral, though without Devil Fruit abilities, possesses exceptional physical skills and Armament Haki.

Not far away stands a robust young man who appears a little unreliable. He is Marine hero Garp. Although he has yet to defeat Rocks and be recognized fully as a Marine hero, Garp's strength is acknowledged by many Marines.

Kong furrows his brow. He finds it frustrating that Garp refuses to become a Marine Admiral. If Garp, as a senior officer, had accepted the promotion, he may have surpassed Levi in rank. However, Kong doesn't hold any ill feelings toward Levi. He merely feels that Garp's lack of ambition is troublesome.

"Garp, are you truly unwilling to become a Marine Admiral?" Kong asks. "Marshal Sora, I genuinely don't want to be a Marine Admiral. The work is too demanding, and I'd rather take a break during such times," Garp replies, rubbing his nose and avoiding making eye contact with Kong.

Kong grinds his teeth in anger, his eyes filled with indignation. He wishes to slap both Levi and Garp to death. Levi, who is laziness personified, doesn't even want to become a Marine Admiral. The other, although willing, appears lazier still. There are times when he doesn't want to get up from his desk, let alone attend a meeting. After every meeting, someone has to remind Levi specifically.

Has anyone ever seen such laziness? If they hadn't failed to appoint three Marine Admirals, Kong would not have tolerated Levi's attitude at all. Alas, he had no choice but to reluctantly employ Levi. Thankfully, Levi is incredibly powerful, which alleviates some of Sengoku's concerns.
