The other three stages were Province, Kingdom, and Empire. They have a formidable army, capable of waging large-scale wars. Also, they possessed immense wealth, and many cities were under their rule.

Arthur knew that going up against a territory at the City stage was no small matter at his current state. It would be a foolish idea to challenge them head-on, one required a careful consideration and planning before challenging the hegemony.
