President Lelouch
(Lelouch POV) and a mix of (3rd POV)
I'm currently standing on a podium about to give my first presidential speech, yet these governmental officials expect me to read off a script and make false promises to the people.
"Hello Everyone, I am glad that so many people welcome me to the position of president."
Cheers of many people clapping resounded in the huge stadium as they were excited for having a president that actually understands their problems.
"Today, I am here to tell you that I Lelouch promise an equal opportunity for every child in the country, it does not matter if you have a quirk or not but rather how useful and proud you make your parents. It may seem to many people that I'm just making an empty promise but I swear here and now that whatever I promise I make on this podium will come true".
The governmental officials were taken aback by Lelouch since this isn't how the script went, 'What are you trying to do?!'.
"Ahaha it pains me to see that everyone here does not believe in my words judging from your expression, but don't worry, for this occasion, I came up with a simple government act and invited the EHA to enforce this."
One of the famous news reporters was curious about the act so he decided to ask to see if that would catch the president off guard, "Can you please tell us more about this act?".
'What a fool, this is what I wanted, for someone to ask what it was to see which one of my officers had a dark expression so I can fire them', I thought hearing the question.
"Yes I'll share it with everyone here, the act is called: The Quirk Act, which states that anyone can apply for a quirk card. A Quirk Card is something for people who have no hero license to be able to use their quirk in dangerous situations such as rape, murder, and suicide."
The audience was a bit dumbfounded hearing the president speak about the act since it seemed a hugely controversial topic.
"The Japanese people have no idea how many people have died from not being able to use their quirk in these kinds of situations. First, Suicide, as you all know the people who are mostly suicidal according to the police reports are the quirkless children, now let me ask you the people, why is that?. Why are children or rather teenagers without quirk committing suicide in a large margin than those that do have a quirk?".
Some of the parents in the audience were clenching their fists hard remembering the cruel sight of their own child hanging themselves in his/her own room.
"It may be because of bullying from those who had quirks, or these teenagers disappointed in themselves for being useless and frowned upon this corrupted society. Now how does the quirk act correlate with this, you may ask?".
They all nodded their heads in confusion since it had nothing to do with using a quirk in this situation but one of the older, wiser, audience was enlightened on how amazing this act really is.
Yet they haven't realized that they were sweating profusely at how this president seemed to be 4 steps ahead of everyone or rather having everything under his control.
'Aha, my next sentence will soon seal the deal', I analyzed looking at their hopeful expressions.
"How does an act that lets you use your quirk without a hero license correlate with the assuming topic?. Well, people that have quirks will be able to save these suicidal children by reducing the racist gap between the two. Letting each other see face to face, reminding them that they too are people. A normal man has existed for many decades without a quirk as they progressed each decade and year to building technology, revolutionizing modern-day life with objects that helped many people. Yet in our current situation, Quirk or heroes are dominating this world but where are the normal men of our generation?".
"Tell me, everyone!. Why are you letting heroes affect your judgment on what a hero actually was before quirks were introduced?. Let me tell you what a hero is, they are people who have done great deeds for society, helping everyone, showing off their bravery yet what the hell are our own heroes doing?. Nothing except whine and ask for cash, sucking the government's funds. Villains existed because of this, they too were mad that the heroes they looked up to as children were actually scum. Take, for example, Endeavor, he has buried what he had done to own his family under the rug".

-In a Hospital room-
A white and red-haired teenager watching the Tv with his mother was a bit confused as to why his own father was mentioned by the President.
"Todoroki, why is Endeavor being mentioned?", asked a white-haired woman sitting on a hospital bed.
"I don't know", Todoroki shook his head
Soon a couple of minutes have passed, Todoroki was letting out tears and grabbing his chest tightly hearing what the President said and what he had promised for everyone.
The only words he managed to utter were, "Thank you so much!", as he bowed in front of the Tv.
His mother was sobbing uncontrollably and thankful for what Lelouch had promised for anyone who went through such abuse.
-An Apartment Complex-
There were a bunch of 'All Might' posters across the room as a green-haired teenager was in front of his computer looking at the President's speech since it was an assignment for school.
"Quirkless people can also become great people in life and having a quirk doesn't determine your worth. But instead how you make life the most out of it", Lelouch's voice resounded in the teenager's room.
Izuku Midoriya was the person hearing the President's speech as he was amazed at how inspiring he was. Izuku was often bullied at school for being quirkless and stupid for having a far-fetched goal such as being a hero.
Izuku clenched his fist as a smile soon appeared on his face when the speech ended as his words affected him.
"You can become a hero regardless of having a quirk or not, just put in the work".
-4 Months Later-
Lelouch has improved the country to such a large margin that villains decreased at a fastidious rate, quirks who had terrible side effects were being treated in hospitals, and the difference between the two groups still existed but Lelouch had managed to wipe it out using his Geass.
'It seems like I only have 7 months left, I won't be able to beat All for One due to him being blind so I'll leave it to Gil', Lelouch told himself while working on some papers.
"Don't worry about it!", Gojo said patting Lelouch on the back.
Why was Gojo here?. Gojo traveled to Russia and by using his power he stopped the Russian Mafia from destroying the organization that he had put a whole lot of effort into. He soon came back to Lelouch and told him that he needed to move faster since the other countries are taking notice of Japan's economic state increasing at an alarming rate.
"Thank you, Gojo", said Lelouch.
EHA: Entertainment Hero Association had managed to shake the whole world, a bunch of central offices began opening across various countries and soon rose to be the number 1 organization of the world.

'Fuck', cursed Lelouch to himself looking at the time limit.
"Dammit Lelouch, you need to hurry", said Gojo in a nervous tone.
Where were Gil and the rest?
"Come inside", spoke Erza happily
"Stop using misleading words", said Gil
"So, where are we, Admin?", asked Shirou
"Shut up and just follow Gil!", soon said Tsunade.
"We're at the enemy's base", said Kaneki as he was swinging around with his kagune with a rather happy expression at the memories he made with the group chat in the span of 4 months.
