Hel, you will be the new ruler of Niffleheim

And Misery and Rain will become my assistants.
As for Below-Place, and Hell realms, We will be the one who controls those realms directly.

Hiro became Chaos Demon, in comics King of Hell is stronger than "The One Below All"(Avatar of TOAA) and took control of his realm. So Hiro is Stronger.
