Everyone is born with power or even multiple. Each gets manifested with a value. These values are numerical but can also be put into tiers. The lowest ranked power is $10 but they go all the way up to $1000000000 but these powers can't be brought. The only method to obtain them is gambling or being born with one. You can turn down a game and people use these powers to become heroes or villains and there is a school for people who want to be heroes but being a vigilante is also an option though you would be classified as a villain. The strongest hero is called Apex with his ability of adaptation and his gambled abilities enhanced physique and flight and the strongest villain is called Paradox with his ability to freeze time for approximately 28 seconds and his gambled abilities super speed and prediction. All humans are naturally stronger and multiple people can have the same abilities but at different levels such as a $10 super strength and a $1000000000 super strength. Finally we refer to fights as gambling due to our powers being represented by chips
