Percy arrived at the cipher pol headquarters the next day and sighed,
[of course their offices were in the Pangea castle] he thought as he looked at the sign, [I just hope I don't have to kill them all today].
Percy approached the door and the guards stationed there opened the door for him. He nodded and stepped through to see a sea of white.
White walls, tables, and even chairs were a pure white surrounding him making Percy think that he either went to heaven or he went to hell.
He waited in the lobby until a tall woman walked up to him and asked,
"admiral Percy?"
"Yes?"
"My name is Firo from cp-0. I am here to escort you to meet our head. Follow me please."
Percy nodded and followed the lady, he was still amazed by the amount of white displayed inside their offices.
"Aren't you guys always wearing masks?" Percy asked as he noticed that he could see everyone's faces.
"That is only when we are not in Mary Geoise. Our purpose is to serve the world nobles and it is quite difficult to do so when they can't see our faces."
"Ahhh, I see" Percy replied as if this all made sense.
They walked for a couple of minutes passing by offices and cubicles. There were many agents, much more than Percy expected.
"I never knew your division had so many agents?"
"We do. However most of us stay in Mary Geoise working for the nobles. There are only a small portion that actually go down to the seas."
"I see" Percy said re-evaluating the situation.
[It seems like there is monsters lurking up here] he thought as he saw over a hundred cp-0 officers. [I need to let Dragon know].
They approached the office at the end of the hall and Firo opened the door and motioned Percy inside.
He stepped in to see a tall old man, about 12' and had a serious expression on his face. He was sitting behind a glass table and looking over some documents.
"Chief Vape, this is admiral Percy. Admiral Percy, Chief Vape"
"Pleasure" Percy said as he strolled into the office.
"Likewise" Vape said as he looked at the young admiral.
"You are probably wondering why you are here?" the cipher pol agent asked.
"A little" Percy answered honestly. "I know that I now are under direct control of the world nobles, but that is all."
"Correct, you are now like us. Cp-0 is different from the other cipher pol branches. While cp-1 through 9 work for the world government, we work for the world nobles. That makes us naturally have a higher authority. With you being promoted to an admiral, you now have similar authority over the cipher pol divisions."
"So I can direct the other cipher pols?" Percy asked as he was thinking about his past encounters with cp-2.
"Yes and no. Yes, you can move them around and you have some authority over them, and no they are not your soldiers. After all, they still world government officials and you are part of the navy. This separation is murky at best and convoluted at worst. The best way to explain is like this. If a world noble orders you to do something, then you are allowed to use any cipher pol resources as you see fit, including us. Besides that, you are still a marine to cipher pol agents."
"I see" Percy said as he tried to formalize this thoughts, "is the reverse true then, can you order me around?"
"In most scenarios, no. Only in extreme circumstances like if a world noble is attacked or they feel threatened can we order you to capture said aggressor."
"Hmm...." Percy thought as he analyzed his new standing in the world, "I had a problem in the past with cp-2. This caused our relationship to be strained, if it were up to me, I would simply destroy them. Can I still do that?"
"Ah yes, we heard about that. Trimm family was it?"
Percy nodded in agreement.
"You don't need to worry about them anymore, they're all gone." Vape said with a smile on his face.
"Gone?"
"Gone" the chief reaffirmed. "The Pakattik family traded in the footage they acquired in the Zandia kingdom in order to grant them a favor. They wanted to eliminate the Trimm family, so we did; of course on the orders of St. Camael."
"I see" Percy said as he grinned. "Good, I don't have to do it myself."
Chief Vape laughed, "WUHAHAHAHAHA it's nice to have someone do your dirty work, no?"
"It is indeed" Percy responded. "What now?"
"Now? You head back down to Marineford to be officially recognized as the new admiral of the marines and wait for us to call. Or not, sometimes we don't call for months at a time. It all depends on the moods of our lords after all."
"Okay then" Percy got up, "It was nice to meet you Chief Vape. Here's to a happy cooperation" he stuck out his hand.
Chief Vape stood up as well as shook Percy's hand "Don't worry, as long as you listen to the world nobles, you don't need to worry about anything else."

"We have decided to give you a new codename" Kong began as Percy was sitting inside his office. "Your codename with be kurosai (black rhino). Any questions?"
"Not really... what do I do as an admiral?" Percy asked as he was relaxing on the couch.
"You will mostly stay at Marineford and dictating marine movements" Kong started, "of course you will respond when the world nobles summon you."
"I get that. So, I don't go on missions anymore? What about the emperors?"
"As you are replacing Zed, you will take over his role. As you know, he was in charge of monitoring Kaidou and his crew. That will be your other responsibility." Sengoku stated as he sat next to Percy.
"ZAZAZAZAZA, I'm starting to feel bad for you Percy" Zed laughed, "Kaidou and Attun have been fighting a lot lately and things are getting pretty heated. It's a matter of time before they confront each other directly. You need to be there to control the residual damage."
"So the foreseeable future is me on the seas watching two pirates fight. Is that correct?"
"At least until Kaidou and Attun decide a winner" Kong said as he looked at his new admiral. "Be prepared to have long stints of not returning home for a while."
"Interesting" Percy said as he secretly smiled,
[at least I can move freely when I'm not in Marineford. This is perfect.]
"Now we need to hand out your official duties." Kong said
"Official duties?"
"That's right" Kong started, "each admiral has certain responsibilities and 'territories'" Kong tried to explain to Percy. "For example, Sengoku is mainly in charge of the New world, Rosati is in control of paradise, and Zed was tasked with monitoring all the Blues. I see no problem with handing this task over to you."
"So I'm now in charge of supervising all the marines in the Blues? In addition to this, I need to watch over Kaidou, and respond to the world nobles summons; is that correct?"
"ZAZAZAZAZA, now you know why I decided to retire early" Zed laughed while Sengoku and Kong smirked. "You thought it would be easier job being an admiral, think again. Your task just got way more complicated."
"Enough of that" Kong said as he stood up. Percy, Sengoku, and Zed did the same. "It's time for your promotion ceremony. We will do it in Marineford. Remember, you will be broadcasted across the world, so be prepared."
"Yes sir" Percy said as he straightened his tie.

"And introducing the new admiral, codename Kurosai, it's Percy" an announcer shouted as thousands of marines and den den mushi stared at the platform.
Percy walked to the front and stared at all the marines, from ensigns, to commanders, to rear admirals, and the numerous vice admirals.
"My name is Percy and I am here today to tell you about justice" Percy said into the speaker.
The marines were silent as they listened to the new admiral's philosophy,
"My justice is called 'Strong Justice' it means that whoever is strong has the right to determine what is just in this world" Percy started and scanned the crowd. He noticed that many marines were confused while others nodded their heads, he took note of those who understood him.
"I am strong, therefore, I am justice. I can do what I want because I am stronger than the rest, nothing more, nothing less. If you want to support my effort of unleashing 'strong justice' upon the world, join me and together we can bring balance to this world."
There was a moment of silence before the marines in headquarters started to cheer. They clapped and whistled as Percy smiled and waved at them.
There were similar responses around the world. Many civilians were clapping and cheering for the new admiral.
As everyone was celebrating the new admiral, on a certain battleship in North Blue, stood a man with a marine's uniform on.
Dragon stood there on his bow with a wide grin on his face,
[It seems like it will be time soon] he thought as he put down the den den mushi. [I need to gather my allies].
