"It's not as simple as that, unfortunately," he explained, his voice tinged with a hint of resignation. "As you may already know, Kokabiel is one of the more powerful fallen angel leaders. While I have the capability to stop him, it would require employing extreme force, and doing so would undoubtedly upset the other great powers in existence. While Sirzechs Lucifer, the leader of the devils, might understand my intentions, many of his followers wouldn't. They would seize the opportunity to vilify us if given the chance," Azazel elaborated, his gaze fixed on Issei.

Issei furrowed his brows, trying to grasp the complexities of the situation. "On top of that, Kokabiel has set up additional fail-safes to prevent direct intervention from me. I won't bore you with the specifics, but needless to say, I am unable to confront him directly due to these measures," Azazel continued, his tone tinged with frustration.

As much as Issei detested the idea of being asked for help, he couldn't deny the validity of Azazel's intentions. The fallen angel leader wasn't asking him to align with him or harm the devils.

"From what I could tell about you in your Rating Game, you weren't even going all out either. Which leads me to assume you're possibly even more powerful. Perhaps a new classification of dragon entirely," he speculated.

Issei couldn't help but scoff at the notion. "Like what?" he retorted, his voice tinged with skepticism.

Azazel paused for a moment, considering his response carefully. "I'm not sure, to be honest. I would say somewhere between a high-class dragon and a Dragon King. Perhaps more, but I haven't really seen your full power to make that assumption just yet," he admitted, his tone filled with genuine curiosity.

Seeking clarity, Issei redirected the conversation to the task at hand. "So, you're asking me to kill this Kokabiel guy for you then?" he questioned, his voice laced with a hint of determination.

Azazel shook his head, clarifying his intentions. "Preferably, I don't want him killed…we fallen angels are the least populous of the three major factions. We can't really afford to throw away lives over nothing. Kokabiel would be captured and brought back to our headquarters, where we would keep him under control," he explained, emphasizing his desire for a resolution that didn't involve unnecessary bloodshed.

Issei rolled his eyes in exasperation, his rebellious nature shining through. "Whatever, I guess I can do something about it... but only because I don't want the extra drama of some stupid war breaking out here," he grumbled, his tone laced with irritation.

"Just don't make a habit of calling me in for favors. I'm not your little lackey, alright? I'm doing this as a favor and because my friends were involved in it too. That's it," Issei asserted, asserting his independence and setting clear boundaries.

Azazel nodded approvingly, acknowledging Issei's terms. "Of course, Issei Hyoudou. I greatly appreciate your willingness to help in this matter," he responded, showing respect for Issei's decision.
