The City
Fennel POV:
Toki Toki City
I look around, awed by the sight of many new and futuristic looking things, more so than the city near our home. Seeing many flying cars zipping around, many races talking to each other. Like a peaceful utopia, I felt someone tap me from behind while being slack jawed at the sight of the city.
I look behind and see Kali hiding her giggle," I almost forgot, What's your name kid?" She asks me, remembering that I forgot to tell her my name. Facepalming, I respond, "Fennel, Son Fennel at your service." Slightly bowing.
"Hah, after so many years, saiyans still find ways to incorporate vegetable names to their young." She says to herself. "Follow me" She turns, and I follow her to seemingly the center of the city. Arriving there, the building in the center, the building has a giant dome at the top of it. We went inside.
"Go inside the room, that's where we go to become official citizens in toki toki city. Meanwhile, Imma go back to my superior on what happened. Hope we see each other again, kid. Next time you better be stronger." She says to me, I reply "Sure, see you again Kali." as we both wave at each other.
I go inside the room and see a receptionist busy with the computer. "Uhh, hello?" catching her attention, she looks up at me and looked surprised. "Oh, hello, are you a newcomer?" She asks me. "Yeah, Kali said to go here to become a citizen" I said. "Yep, this is the place to make your official citizenship." She informs me happily.
"Ok then, how do I start?" I ask her, "Fill this form up, and when you're finished, you will be obligated to watch the official rules and law to follow in toki toki city." She informs me.
I look at the form, and it seems pretty basic, asking my name, old address, age, date of birth, race, etc. Oddly, there seems to be an optional box that asks if I am related to either Goku, Vegeta, Frieza, Broly, or any prominent figures of history, and my power level. I just say I'm a relative of Goku and finish the form with my sign on the bottom right.
"I'm done." I say to the lady, looking at my form, her eyes widen and looked up back at me. "You're so advanced in time! I thought most fighters in that era were as strong as master Roshi before the 22nd Tenkaichi Budokai." She said, astonished at the supposed power level I have. Which was a whopping 180. Apparently that was strong enough to kill those bastard saibamen.
"Well, with this you just have to watch the video and I can officially make you a toki toki citizen. She brings me to a room, with a single desk chair and a TV in front of it, sitting on a table. Honestly, it looks like a freaking mental hospital room. "Sit in the chair, and don't worry, we're not gonna brainwash you, the room looks like this to make sure that you don't get distracted. Many incidents already happened due to that." She says, apparently seeing my reaction to the room.
How the hell are there people with such short attention spans, that literal color in the room distracts you enough to not pay attention to the video.
The TV turns on, and I see a girl, seemingly my age, with pinkish-red hair and pink/purple skin. I notice the weird earrings she is wearing. And a boy, with lavender color hair, and his hairline splitting in the middle. Wearing a dark coat and a sword in his back.
"Hello there! My name is Chronoa, and I'm the supreme Kai of time. I'm here with trunks" She says pointing at the boy. "If you're seeing this, then that means you are going to become a toki toki citizen. Now here is trunks explaining the basic rules of Toki Toki city." She says, joyfully smiling at the camera.
"There are many laws to maintain the safety of toki toki city. The first rule is, the use of destructive ki techniques within the city is strictly prohibited. The same goes for fighting." Then the video cuts off to Gogeta and Vegito fighting in the middle of the city. They stopped and a giant red X pops out in the middle of the screen.
Next, Cooler shows up in the screen looking at an injured Saiyan about to shoot a laser at him.
"Next, is attacking people with the intent to either main or kill the person, and those who do not comply will be punished heavily" And a giant X pops out of the screen.
Then the screen shifts to Goten and kid Trunks flying on the sky of the city without a care in the world, and they accidentally hit each other, then it stops.
"Third, you can only fly if you have an official flight license. Which can only be used by the time patrollers." He says, and a giant X pops out again.
"Fourth, don't take other people's property." he says as we see Pilaf and gang sneaking and trying to steal a handkerchief. And of course the giant X pops out again.
"Fifth, please keep your power level down, to reduce property and public damage. Also, please refrain from transforming, for saiyans specifically from going super saiyan 3." As they show goku going ssj3 and breaking the surrounding buildings. And the X pops out.
"Sixth, please don't use teleportation to invade houses and property that are not yours." As we see Goku, accidentally teleporting inside a girl's apartment. After hearing the girl shriek, the video stops and a giant X pops out.
"Seventh, please do not make any artificial moons, the technique is banned to prevent saiyans to go ballistic inside the city." As we see Vegeta using the move to create the artificial moons and going berserk. And a giant X pops out.
"Our saiyan residents will be thankful for your consideration." Trunks says as the video shifts to Chronoa.
"And lastly, for any time patroller in training, changing anything in the timeline is a great offense. The missions we take has the probability of changing history, so please be careful and try not to mess with the timeline." She says in the front of the camera. Then trunks shows up to the side.
"We both look forward during your stay in Toki Toki City." Both saying simultaneously.
And finally the video ends.
After a couple of seconds, the woman enters the room. "Do you remember what the video says?" I nod, and she smiles at me, "Good, seeing that you're still a minor, and should be in school, you will be automatically be integrated into the Toki Toki school for your education, and seeing that you know how to read, write, and you have basic reading comprehension, you can enter the freshman this year." she says to me.
"Ohh and don't worry about your living expenses, if you're going to enroll the school, you automatically have a reserve dorm for the students. So what do you say, want to go to school?" She asks me.
"I mean, can I refuse? What job would I get, I'm still a minor." I ask her, She giggles. "Okay then, I'm going to enroll you to the first years. Ohh, and go to this address for now, until the school starts, which will be next week." She hands me a pamphlet. We say goodbye to each other, as I went towards the location.
Going towards it, it looks like a small hotel, entering, I see the reception, and inform the receptionist, they gave me my room key. I went to my room, and the place looks plain, the room only has cooking utensils, a table, and a bed. But they have training weights, and a floor mat for exercises. 'I guess spending a week here ain't that bad.' I thought to myself. They gave me a week supply of food pills, and they have free breakfast, so I don't have to worry about food shortages.

Eiyo guys! It's a me Lagz back again with another chap. Sorry for being a little late today, but I wanted to get the rules and the city done with in a single chapter, the next chapter will be the start of the school year. Also shout out to flameclawxx for the rules and law of toki toki city, I just based my rules on some of what he put in his fanfic "Dragon Ball it's about time." from fanfiction.net. I don't know if the rules are canon, but I think I remember seeing a video about it, but I can't cite the video on YouTube. If you don't want the rules to stay, I can delete it. Anyways see you all tomorrow.
