The Empress sat on her throne, deep in thought as Minister Ruefing presented her with the latest reports on the current state of the empire.

"Your Majesty, the situation with House Arden has caused quite a stir among the people," Ruefing said, bowing deeply. "We must act quickly to restore peace and order."

"Of course, Your Majesty," Ruefing replied. "I will draft the decree immediately and have it distributed throughout the empire."
