The surrender of the major crime factions and the submission of the various large industries granted the Sanin to a large amount of power over the region but also the ills that plagued it as well.

If he wanted to, Orochimaru could simply allow the region to run itself and take his share of resources. This was the tactic that all ruling parties adopted up to now.

Both the city governor and the thugs allowed the untouchables to rule themselves so long as food, materials and labor was kept to a sufficient standard and quantity.

In a way, Orochimaru was floored by the blatant neglect of the place. Never in the sparse documented history of the elemental Continent has any state or nation been so callous of agriculture.

This land really was different from his own. Despite the outdated and sometimes harmful practices of ignorant famers, the harvests were plentiful, the crops, hardy. The soil seemed far more fertile despite decades of bad treatment.

The ruling classes were cultivators striving for immortality. There were rumours saying the more powerful they became, the less they needed to eat.

If this was true, then, the majority of the food grown was consumed by mortals too untalented to cultivate further than a certain realm.

Orochimaru didn't exactly disagree with this system. The untalented and weak should suffer. However, with the plans he had for the future; this system needed to be changed.

Thus, the Snake Sanin's days of leisurely experimentation were put on a partial hold as he was too busy with instructing and overseeing his new forces.

Some would ask why go through this struggle? Why waste time on mortals and help them develop? Just how much could these ants help him, especially in the long-term?

The truth was that while yes mortals weren't good for much when it comes to battle, they were the cornerstones of industry and manufacturing.

In order to conduct his experimentation, he'd need complicated scientific tools and competent assistants to do minor tasks for him. He'd need to synthesize various chemical compounds and sequence genes.

He couldn't do that with the basic and frankly backwards technology and 'Alchemical' techniques of this land.

The Sanin needed electronic devices, plastic, clear glass and so much more. In the elemental nations, he could source all these things from the village hidden in the Rain.

But here, he'd need to discretely spark a technological and industrial revolution right under the noses of those god-like cultivators.

Orochimaru firmed up his expression and began sorting various scrolls and papers. He would do whatever was necessary to properly research Profound energy and its effects on living creatures.

The 3rd great ninja war taught him many things. In fact- it was during this period he got turned down his current path. It was on the battlefield he learnt to fear death that could come so easily.

It was on that fateful day on a rain-soaked terrain covered with poison did he truly experience the horror and power of science. At the start of the war no one expected the small and weak hidden Rain village possessed so much power.

'Hanzo the Salamander.....'Orochimaru's fingers clenched the papers tightly as he remembered that name.

It belonged to the man who dominated the battlefield and beat back all the outside forces by himself!

It was the Salamander who gave him the title of Sanin just for being the only ones to survive him!

Who was Hanzo? Did he have amazing Jutsu? Did he possess a special Bloodline Limit?

No!

He was a product of scientific experimentation! A craft of Ninjutsu and technology.

Orochimaru grew to become more powerful when he walked down the path of science in the Elemental nations. He'd do the same here as well, no matter the cost!

Chong Junfeng placed down his brush as he admired his work. Before him lay a lengthy scroll of neatly written characters displaying the harvesting, weight, storage and sales of rice. Accounting and analysis of his harvests was nothing new to him as one of the main rice paddy owners in his local area.

This time however, analysis and accounting was done using a new format. Newer, more precise measurement tools were introduced alongside a simplified and efficient way of documentation. It was revolutionary!

He could track the flow or goods and profound coins in a way never seen before! To think this knowledge would be passed on to him through a powerful profound practitioner?

Like any denizen of the forsaken region, Chong junfeng was firmly under the boot of whichever gang who claimed his local area. He knew how to play and suit the whims of the powerful. That's the reason he lived to the age of 40.

Sure he's had to sacrifice a couple daughters over to be playthings and a son of his was maimed when he failed to pay his 'protection taxes' quickly enough, but he didn't end up headless as his father did.

He knew the potential cruelty those with power could inflict upon the weak. So when this new entity who singlehandedly crushed the local forces, like all major overseers of large industries he didn't hesitate to rush over and prepared to meet the demands and sate the whims of this powerhouse.

Imagine his shock those new demands! He, along with his colleagues were to conduct their businesses according to different guidelines. They were told to restructure or in more extreme cases- abolish certain practices!

At first there was panic. What did a profound practitioner know of any fields other than profound arts? Never had a Gangleader ever tried to dictate how they farmed or conducted business as long as they 'paid their taxes'.

He and the others wished to refuse but no one was brave enough. In the end they had no choice. Especially since this Lord Orochi would summon them constantly and even visit their businesses and farmlands.

It didn't take long to see the changes. In the following weeks, efficiency in many fields started to pick up. By a month's time Chong junfeng predicted his next harvests would more than double due to less crop decay or thievery.

'This new lord Orochi was simply a blessing!' He thought as he rolled up his lengthy scroll and left his home in his personal rickshaw. The early morning air chilled his face.

His nose didn't even scrunch up as the stench of garbage and human waste blasted him in the face. His rickshawman was a hearty young lad who quickly brought him to the gates of Orochi Manor.

His eyes scanned the structure, marveling at its renovation. Orochi manor was no longer the dilapidated Estate of old. The businessmen had made sure to send over their finest carpenters and masons.

It was still early so the gates were closed but Chong junfeng revelled in being the first arrival. He couldn't wait to show lord Orochi Maru his work.

Deep within Orochi manor, behind all the vegetation that had yet to be cleared ran the yue Shan river. It was about 16 meters across and quite rough since the rains had been quite frequent lately.

Despite this, a figure sat atop the water; seemingly able to not only float atop the churning water but remain stationery as well. 

Soaked, inky-black, hair stuck to pale, white skin. The Lith form of the figure appeared to be a youngster. His eyes were closed and hands were locked in the tiger seal. 

Sticks and leaves clung to his form by some mysterious force. They didn't remain immobile either, instead they glided over his body in random patterns but remained glued to him even as water splashed him.

Orochimaru frowned as he opened his eyes. He was making good progress, however the genius and perfectionist within him wasn't pleased.

Never had he struggled so much control his chakra. This amount of control had taken him weeks of grueling work to achieve! The loss of 54 chakra coils placed too great a stress upon him.

An ecxercise like this one was child's play to him previously. Only the likes of Jiraiya struggled to perform such feats of control. But he was making progress.

"Haaaaaah." He sighed before rising to his feet and began walking atop the river and towards the bank as the leaves and sticks fell from him.

Orochimaru formed three seals as he walked over the rocky river sand towards his Manor. Immediately after he made the seals; steam began wafting from his naked body.

It was a simple application of fire Ninjutsu, simply circulating a small amount of chakra to his skin and igniting it. Yet the Sanin smiled with content.

His new vessel was quite attuned with fire chakra nature transformation. If this was any normal human vessel, he would've been extreme pain and would've suffer burns.

After all, the very first lesson a shinobi learns while using fire transformation is to never ignite chakra inside the body!

However, it seemed the vessel's cultivation of the Dark Red Seal profound art had given his body a fire nature affinity and mild resistance!

'Profound Energy..... Such a interesting power...'

Once inside, the Snake Sanin dressed himself, but he didn't rest. Instead he sat in the lotus position, hands forming the Tiger seal again. Sweat trickled down his pale brow and over his closed eyelids. Externally, his body was perfectly immobile but internally, it was anything but.

His chakra coils pulsed with energy! At the very base of his abdomen, a miraculous event was happening. Vital energies and spiritual energies crashed into each other; forming a rotating whirlpool chakra.

It expanded ever so slightly before stopping. Orochimaru, collapsed on his back in exhaustion. Expanding the chakra pool was no easy feat. It would take several years to grow it to the size he possessed as a Sanin.

However, unlike any other vessels he inhabited; Orochimaru sensed no limit to how much he could expand it!

The courtyard outside the meeting hall was packed with important figures in the eastern slums. Leaders of the major industries that kept the entirety of New Moon City's mortals fed, clothed and clean.

They waited silently; each holding various scrolls. They had each been given an assignment respective of their various fields and today it was due.

Inside the meeting hall, the Snake Sanin scanned a large scroll. He discovered quite a bit about the relationship between between the Eastern region and the rest of the City.

New Moon City's eastern region's most profitable business is agriculture, with waste management coming second. The region produces food for the majority of the city's inhabitants. With 33.33% of the produce going to the city governer, another 33.33% going to restaurants and inns leaving the final percentage for the untouchables of the region.

The scrolls in Orochimaru's hands showed simplified data and records that showed improvements on various fronts. If everything went as planned, the coming crop harvests would have a better yield.

More animals would be available for slaughtering and the base income would be much higher. This which would further allow him to restructure key and vital areas to the region!

He couldn't be more content with numbers.

However, there was an issue. To maintain this level of efficiency and progress, he'd need to continue putting in more work. He'd need to spend countless sleepless nights pouring over administrative documentation.

If it truly was his passion to develop this region and make its people prosper, then that work would be acceptable.

However!

He didnt want that at all! He wanted power and control over this region for its human and financial resources. To achieve his own goals of immortality and ultimate strength!

How could he do so if he was stuck stamping papers?

Thankfully, this was a problem he alrady faced once before, when develpoing his own little village in the land of rice paddies.

He simply needed to find a compitent individual to manage the unintresting tasks so that he may go back to his precious expirementaion and research.

This was why he'd given these businessmen various assignments. Unknowing to them; Orochimaru been watching them in the shadows and keeping track of their various abilities and obedience whenever they didn't know he was around.

His eyes lit up as he observed a particular scroll showing fine application to his new systems. In fact the writer even added to his methods.

'Quite the innovative one.....' The displaced Sanin didn't even need to look at the name written on the scroll.

'Chong Juefeng.'

He's a promising candidate for his new Manager/Slave position for sometime but this report just finalized his positon.

"Now that everyone's here, I want you all to listen carefully. In these few weeks you've all proved yourselves and dilegently sent over resources and manpower enabling me to claen up this shabby place."

The Sanin chuckled good-naturedly at his own self-deprecating joke. This loosened up the tension that built up in the men, allowing them to relax.

"But now I wish for you to direct these forces and manpower elsewhere." Orochimaru said as he got up and spread open a large scroll dipicting the eastern region.

"Here!" He pointed at the center of the map.

"From today onwards, you'll be turing your effoerts into consturcting a large buildiing for me. I plan to create a center for the sick, elderly and most importanly- the children!"
