Why were they constantly at war?

The reason was an unpopulated realm that was discovered and even if there were inhabitants then they were too weak for their opinions to be even considered.

For him the means didn't matter, At that time he wasn't strong enough to take on all of the leaders of the two other realms by himself, so he disguised himself and ambushed the juniors of the prosperous clans and academies of the other two realms, causing few of the prominent leaders of both races to fall in the trap he laid and killed them.

Obviously not everyone came since they believed this was a trap and were planning to retaliate but the hot-headed fools with endless pride couldn't take this slap to the face calmly and went to their doom.

This caused both of the realms to fall in a disadvantage against the heaven realm but they couldn't do anything since the heaven realm was prepared for their retaliation and it didn't help them that the humans after losing decided to ambush and kill the injured devils that were in alliance with them causing all the hatred of devil realm to fall on the human realm.

Due to this, the hatred between both realms was far greater than what Yu Shen did.

Slowly but surely The Heaven Realm won the war occupying the new realm.

To make sure they weren't again attacked by both Humanity and Devils they declared themselves neutral from the war which turned from three-way to between humans and devils. A few treasures and rare herbs from the new realm were given to the other two realms as compensation.

The war continued between them but seeing that there were no obvious benefits anymore they ceasefire and a temporary Peace Treaty was established. After all, they didn't want the Heaven Realm to enslave them if they became too weak.

Yu Shen had reached the peak of cultivation after obtaining a primordial bloodline from the new realm but even then he couldn't pass through the threshold of True God that comes after the Half-God realm that he was in a few thousand years ago.

After obtaining the primordial bloodline, Yu Shen with his natural genius talent was able to reach the ultimate peak of cultivation known. Half-God Realm.The moment word got out he was proclaimed as the GodKing.

But Yu Shen wasn't satisfied, he found out no matter how he tried he couldn't break past the threshold required to reach the True God Realm.
