I am police officer I purchase a plot in slum area in Pakistani Amount one million

as soon as I started construction work mean time mafia done came pay me my chunk I said who are you ? and why you are demanding he told me every body pay me in this area you will also pay.I pretend that this time I have not amount I will pay you but this time please let me start the work.he put another offer you will start work by my contractor I said OK when I met with his contractor he estimated me 3 lack when I visited the market where cost amount was 2.50 its mean difference of 50 thousand then I rejected mafia contractor and get done deal with market contractor in 2 lack and 50 thousand.when work started mafia done came and negotiate with market contractor regarding construction charges he told that I done in 250 done entice against me that you demand for 3 lack any way started work market contractor become pupit before mafia and work process become slow contractor demanded for whole amount in advance he gather public to show me cruel any way I pay him all cost in advance but fled away my structural iron ,cement and other construction items started erosion due to weather rain and getting rust.
