CCS foundation contains anomalous creatures that has anomalous abilities, from level 1 to level 10, these creatures need to be captured contained and secure for the safety of humanity.

The CCS foundation are being led by the council kcs01-10 each council led a level of sites of course site 10 is the most dangerous site and is being led by kcs 10.

of course levels aren't decided on how dangerous the CCS creatures, but on how hard the containment on the CCS creatures are needed some might be impossible to contain.
