27 Tokyo War Arc Episode 3: The Fall of the Hero Public Safety Commission

In the black limousine, driving through the expressway surrounded by several jet-black BMWs, Makima calmly glanced at the cityscape of metropolitan Tokyo through the limousine's tinted windows. 

Chaos could be heard and seen everywhere in the vast concrete jungles. Sometimes, even explosions could be heard. 

It was clear that the long-awaited war had begun. The Symbol of Evil wasn't pulling any punches from these terror attacks of his.

"How boring."

Makima muttered with aloofness in her eyes. The ways of the Symbol of Evil bore her. It wasn't intriguing and seemed destructive in nature.

If she was the one in his position, she would have silently conquered the country of Japan from within. Whether it be buying politicians or directly controlling them.

This was an island country led by bureaucracy. And if you could control it.

You would practically become its ruler. 

"The foolishness of those drunk in power makes them easier to manipulate."

Makima sighed since power in itself was intoxicating for mortals. Only those that can't be consumed by it were worthy in her eyes. 

And perhaps, that may be the reason why those naive fools were called heroes.

Nevertheless, the plans she had in mind were beginning to emerge. The only thing she needed to do was make sure they surfaced in the war.

The large convoy soon returned to the Tower. The piercing building looked menacing since it was heavily fortified with guards everywhere. Nearby buildings were even bought to become barracks for the guards.

One would mistake the Tengen Conglomerate to be preparing for a siege, though they wouldn't be wrong. To the conglomerate, an assault was unavoidable.

Especially when they had what the Symbol of Evil wanted.

The black limousine stopped before the entrance of the Tower, brimming with guards. The Tower looked like a fortress. 

It was quite a sight to behold.

Since the conglomerate had connections with the military, the guards were equipped with machine guns, anti-tank rocket launchers, rifles, and APCs. Anything that could be bought was purchased.

Tengen walked towards the black limousine and opened its door. He lightly bowed while the executives of the Tower also bowed when they saw their Lady.

"""We are honored to meet the Lady."""

They said at the same time, making Makima glance at them. Her golden and hypnotic eyes glowed before she released a soothing smile.

"It's been a while, my dogs."

"You have done an excellent job maintaining the Tower in my absence."

Hearing the calming words of Makima, the executives and Tengen felt honored. The word dogs didn't matter to them at all. 

They even considered it an honor to be called a dog by their Lady.

Makima then walked into the entrance of the Tower with Tengen silently following behind her. Each of her steps echoed in the lobby of the building, though upon arriving in front of the elevator, she uttered a question.

"Have you checked the current situation in the Tokyo Hero Public Safety Commission Headquarters?"

It was a simple question, which Tengen confidently answered.

"Yes, we have done various observations through radio and drones. The live footage of their circumstances is in this tablet." 

Tengen took out a black and slick tablet. It was 16 inches in length and 20 inches wide. It looked more like a computer monitor than a tablet.

Makima calmly held the tablet with her pale fingers. The elevator doors slid open, and the two entered its metallic confines. 

As the elevator rose to the uppermost crown of the Tower, Makima watched the live feed of the Tokyo Hero Public Safety Commission. 

The state of the HPSC headquarters made the edges of her lips rise.

The once grand and imposing building of the Hero Public Safety Commission was now shrouded in devastation, death, and chaos. It was a horrific change.

But a change nonetheless. 

Outside the pillars of the building, dozens of corpses from numerous agents were scattered. Each of their bodies was mangled by different kinds of quirks.

This was the sight of every floor in the commission's headquarters.

The only ones who survived the onslaught were none other than the executives of the HPSC. Unfortunately for them, the Symbol of Evil started the assault while they underwent a meeting.

Whether it was a coincidence or not was unknown.

"What do we do!?"

"I don't know! None of our agents are responding!"

"Tsk! I didn't think the Symbol of Evil would directly attack us."

Various executives were racking their brains for ideas about surviving this heinous ordeal. They were bureaucrats, not generals! Why were they about to be slaughtered? 

"How about the heroes?"

"Hero Agencies are still quelling the chaos throughout metropolitan Tokyo. The bastard villain was smart enough to use disorder to distract the heroes from his target."

One of the executives wondered about the heroes's reactions, only to be shot down by another executive. The hero agencies weren't faring well from the chaos. 

"What about U.A. Academy? Did they respond to our request for help?"

Another one presented the best hero school in Japan, and it was also the one that had All Might in its grasp. A nearby Executive responded to his words.

"The pro-heroes from U.A. Academy are rushing to Tokyo, but it will take time for them to reach us. I doubt we would be alive until then." 

This fact made the surrounding executives depressed. From the looks of it, their death was unavoidable. Their names were already etched into their tombstones. 

But amongst the executives was a calm old lady. It was as if the assault wasn't something she was bothered about. One of the Executives noticed her aloofness and questioned if she had a plan.

"Madam President, do you have a way to solve this catastrophe?"

His questioning words caught the attention of other Executives. They turned their eyes to the Executive of Tokyo HPSC Headquarters. 

Madam President was silent at first, but considering their situation. She decided to talk. After all, despite how humiliating it would be, it was the only thing they could do.

"We could start a negotiation with the Symbol of Evil."

Her idea made the Executives freeze in shock. They were confused as to what they were hearing. After all, negotiating with a villain? That would stain their reputation as the commission.

"I know... I understand your thoughts. But reputations don't matter when, in the end, you'll be dead meat." 

"Besides, we might be able to stop him from ensuing more chaos in the city."

As always, she justified her choice as if she had done a virtue for the people. Her justification made it easier for the Executives to lean in the plan.

But before they could continue with their discussion, the meeting room's doors opened. The agents guarding the floor were swiftly defeated without the Executives noticing, and the HPSC was finally conquered.

The Hero Public Safety Commission had fallen, and its leaders were under the mercy of the Symbol of Evil.

What emerged from the door was All for One with his strange-looking black mask. Beside him was his personal Nomus, and they decimated everything for him.

He hadn't lifted a finger or activated a quirk since the beginning of the war. 

The Symbol of Evil gazed upon the horrified bureaucrats and introduced himself. 

"It's been a while since I met you, Executives of the Hero Public Safety Commission. I hope my entry was up to your standards."
