There is four methods that Pet Beast could learn new skills, One is to learn through training, Second is when Pet Beast Evolved they could learn New Skill, Third is that Pet Beast use a Treasure or prop through there rare, Fourth is Inherit from their ancestors like Fire Fang is skill most Fire Tiger learn that doesn't require learning, but it a gradual process for learn.
Skill proficiency starts with the Entry level and then advances to the Proficient level.
Entry-level skills have limited power, belonging to techniques that have just been grasped.
Skills that are a bit lower in grade can generally be used once they've reached the Entry level. But even if higher-grade skills reach the Entry level, they might not necessarily be usable every time. This is due to a lack of proficiency.
Fire Fang is a mid-level skill. Logically speaking, a Fire Tiger Fire Fang should only be at the Entry level and shouldn't be so easy to use.
