Bureau Head

Everyone in the private training room stared at Kaguya with interest, especially Kagura and Michelle. They rarely saw Kaguya proactively interact with someone.

Ban smiled faintly. He can't see through Kaguya's train of thoughts. Not because of some unordinary means, but she seldom showed what's on her mind in front of him. He could only see fragmented thoughts which don't make any sense.

He then shook his head, "Like I said. I only came here for a tour. You are strong. I might not be your match at all."

Ban didn't lack anything and rarely needs something. He even have hundreds of billions of dollars on his account.

Betting on Kaguya only make it him bullying a helpless woman.

"What's wrong? Chickening out?" Michelle's voice resounded beside Ban. Her eyes showed a hint of disdain while smiling.

Ban raised his brow as he squinted his eyes back at Michelle. He smiled and turned to Kaguya. He asked, "What's the stake then?"

"Will follow the winner like a subordinate." Kaguya replied immediately wuth a small voice. A sword intent aura slowly enveloped her body. The sword in her hand trembled in excitement as it still pointed at Ban.

"What?"

This time, Kagura and Michelle became startled. They didn't expect Kaguya to be so decisive on her bet on Ban.

Ban was the same. He could guess clearly her level. The woman provoking him was at 8th Order of Enchant.

Previously when they visited him at the military camp, her power was at 4th Order.

'She became over-confident just because her power multiplied? However, I have to commend her rise in power. Her progress is said to be a great genius amongst Divergent.'

"Alright. I'll duel with you, but not now. I'm really not in the mood to fight today. Maybe later." Ban waved his hand, not minding the taunting glance of Michelle from the side.

*Swish!*

Kaguya's eyes flashed and suddenly force a stab into Ban's chest. She was trying to test Ban's reaction from her move. She controlled her strength and will stop in time if Ban won't retaliate.

Ban saw her action and shook his head while smiling faintly. Even though she didn't let out any malice towards her attack, it is still rude to do something shameless to others.

*Tingg!*

Like a sound of metal clanging, Ban stopped the sword stab using the tip of his index finger.

"..."

The three women widened their eyes in surprise. What shocked them most is that the tip of Kaguya's sword got snapped from the hardness of Ban's fingertip.

"You really want to lose that much?" Ban squinted his eyes at Kaguya who recovered from her shock.

Contrary to Ban's expectation, Kaguya took a deep breath before she shealth her sword back to it's scabbard.

"I admit my loss."

Ban was full of question when Kaguya admitted her defeat just like that. He stared at her for a while before waving his hand.

"Forget it."

Ban shook his head as he turn around. He wanted to tour around the place to spend some time before the meeting.

As Ban walked out of the training room, he noticed Kaguya was following closely beside him like a personal bodyguard which gave him a weird feeling.

Michelle and Kagura also caught up to Ban as they stared at Kaguya with question on their eyes.

However, Kaguya remained silent and only escorted Ban wherever he goes.

A few minutes later, Michelle received a message from the Elder that the Bureau Head is now available to meet with Ban.

Michelle thanked the Elder and informed Ban about the news.

Ban squinted his eyes and followed Michelle to meet the Bureau Head. He turned and saw the twins whispering to one another while still following him silently. He shrugged and proceeded to the top floor of the building.

*Swish!*

Ban entered alone at the office of the Bureau Head. He saw a young woman at the sofa while staring at the paperworks with annoyed expression on her face.

Michelle and the twins waited outside while being curious as to what was Ban's purpose on meeting their Bureau Head.

The woman looked beautiful and yet a cold aura emanated around her body. She has a azure-long hair that tied into a ponytail. She wore a unique dress just like Clara and Ariana did, but the woman in front lacked the aura of nobility of a royal family. However, her cold and elegant demeanor amplified her charm that topple every beauties out there.

The woman narrowed her eyes at Ban and said calmly, "I did not expect you to be so young. You must be Whiss. I've heard about you from Commander Tom. I am Veronica Crows, current head of the Special Abilities Bureau." She gestured Ban to sit down and continued, "Tom mentioned that you want to talk to me about some matters?"

Ban sat down at the opposite chair and received her thoughts towards him.

'She regarded me as a young rich overlord of Angeles City? Hmm. Seems like Tom didn't fully exposed my identity as a powerhouse to her.'

"Mm. I indeed came here to discuss some matters and I might need your full cooperation of what I'm about to do later in the Capital." Ban slowly said.

Veronica scrunched her brows and her eyes focused on Ban. She asked, "What do you mean cooperation?"

"Oh. It's just a small matter." Ban waved his hand. He paused and continued, "Before we discuss about the matters in the Capital, there is one matter I'd like to discuss with you."

Veronica raised her brow. She asked, "What is it?"

"I'm planning to support the orphanage in the country."

Veronica narrowed her eyes. Her aura rose and the surrounding air turned frosty.

"So you want to get a hold of those kids for personal benefits? You even targeted every orphange all over the country. What's your aim?"

Ban wasn't affected by her aura in the slightest as if it was only a breeze to him. Still, he was amazed since the woman in front of him was at the 15th Order Elemental. A powerhouse Divergent that everyone feared.

Even Old Alejandro was a level weaker than her.

"Yes. I do have a purpose as to why I'll support these orphanages financially. Since your bureau holds the most authority of these orphanages other than those private ones, I'm planning to ask for a share of your authority."

Ban explained his plan to recruit disciples from the orphanages. Of course, he won't force those kids to join his sect.

"So you're saying, you are planning to build a private army for yourself?" Veronica raised her brow. After thinking for a moment, she indeed have problems on supporting those orphanages all over the country. And the quota of training some agents there was halted since everyone became Divergents. Her bureau can recruit anyone in the country that's more talented than those kids in the orphanages.

However, the problem was that, she didn't know what was the aim of the young man in front of her to create an army for himself.

"That's the plan." Ban nodded with a smile.

"Alright. I don't mind." Veronica thought for a while and continued, "However, there should be a quantity limit for your recruitment every year. Also, every orphans you recruit will be recorded by us and closely monitored by our agents." She wated to know more about his plan.

"Then we'll discuss about thoss terms before we proceed to other matters." Ban replied calmly.

Veronica frowned for some reason.
