"Has the situation with the public order offices stabilized yet?"

The public order offices were agencies that managed various villages under the central government's command.

As the empire continued to centralize its power further and further, the number of public officials continued to swell higher, too. It was inevitable, really.

This meant that majority of the graduates from secondary schools who received the education on administration were immediately deployed to various villages' public order offices.

"Your Majesty. They are still chaotic, sire. I fear that we still need more time if they are to meet your expectation."

No one could become proficient at administrative work overnight. No, you needed to toil under your seniors and gradually mature into your role.

Even Kim Gi-Wu couldn't do anything about this part.

Regardless of what, though, it was still necessary to prevent things that needed to be prevented.
