I think if he was able to control Heavenly Court in secret during his previous life, then he must be able to deal with various hidden methods of all venerable, the top on the list is, Star Constellation who is merged with Heaven's Will which is basically omnipresent, hiding from it would be difficult. He must be a Venerable level to do all that, or atleast had a method to reach Venerable level since he was also planning on surpassing the venerables. But, maybe you are right. And rather than being venerable level, he was rank8 with a special rank9 soul, then he might have took control of Heavenly Court the same way, he did with Zi Wei and secretly turn everyone into his subordinates that even the Heavenly Will didn't found out until he already had sufficient control over heavenly court. But, I still believe he atleast has a way to become a Venerable again if not more, since the previous quote I posted hints to that fact. Anyway, we are just guessing here, I hope we get an answer in future chapters.
Comparatively, Fang Yuan and these people disregard the big picture, destroying fate Gu is giving the variant humans a chance to rise up. I still don't understand how exactly will these variant humans even rise. Plus even without fate gu there still star constellation assimilated with HW so it still favours humans.also since human only can become rank 9 there less threat even More
