You have to understand for people like these pride and honor is considers worth more than their lives, not to mention it was originally a lost cause the army didn't have the resources or will to fight anyways. And General Long also realized that the enemy wanted to humiliate him before killing him so he just went or off'd himself
I understood Chu Yang's words as an advice for the emperor to centralize power in his own hands; as long as influential subject is no longer needed he should be disposed of. Which makes sense because such people can become emperor's enemies. Looking even deeper CY is saying that emperor should stop depending on him, and eventually get rid of him as well.
