Actually, when he lays it out it kinda seems obvious. In reality though it’s incredibly crazy that someone setup such a delicate scheme and how much work it would take. Li Yao would only be a monster if he could deduce the next steps.

Because Lie Yao has memories that don't belong to him. Much like Mat Cauthon from the Wheel of Time, he is relying on others experiences to help form a theory. To be sure, though, he, himself is exceptionally crafty and sly. Why else would he be called the Vulture?
