Okay so two things. 1- does he have the uzumaki chakra chains? 2- How come Itachi didn’t give shisui’s eye to Obito, because they seemed decently close and shisui seemed close with him too so why not give him the eye to not only help obito but also have as a way to remember one of the very few people who actually cared for him? Seems like a waste and kinda dumb not to do so
Obito is one-eyed and possessing a sharingan overnight will draw unnecessary attention and suspicion to him. Moreover, this eye is Shisui's gift to Itachi before his death because he knew that only Itachi, an Uchiha with the same ideals as him, could use this eye properly. The two have been watching Obito and know that he doesn't carry the will of fire within him So why take the risk of giving it that eye? Just out of affection would such intelligent characters make that stupid mistake?
