Sasuke couldn't throw shuriken like that, especially before he was a genius, The one who could deflect the shurikens with others in the air to redirect the trajectory was Itachi, Here Sasuke seems to have been improved in strength, Another thing, if the protagonist did the same training that rock lee, then Sasuke without Sharingan would be unable to see him move, So, in this fanfic, either Sasuke was improved, the protagonist was nerfed, maybe both, or the end result is that the author forgot those canon details.
I explained that Shinji wasn't able to attain the physical prowess that Rock Lee did, since he was also focusing on training chakra and creating Ninjutsu at the same time. For Sasuke, it makes for a better fight for him to be more skilled.
