Strength stat should be A- no ? He said that after using the two C-grade Elixirs his strengh stat was B-. After using the B-grade elixir the system said that his strength had increased by 3 grades which would mean that he now had A- strength : B -> B+ -> A-.

It's past tense. The elixirs he'd taken in that period of time increased his strength to B- which was shown a few paragraphs earlier.
