There are currently 5 billion people on Earth, so recruiting soldiers and people willing to fight shouldn't be difficult...
I think starting from Earth would be a good idea, using it as an operational base while you build a secondary base on another planet. I see the MC using the South Pole base to bring in resources, build up their forces and protect themselves, plus it's the only way to get to Atlantis.
