As you and other commentators might have seen from my previous comments, what's the point of a system, power/quirk if you don't use it fully? Rather than giving him restrictions in fights, you could go for things such as if you choose the path of the hero-do a certain amount of good deeds a day for minor boost and rescue Eri, Toga, Dabi, 'main' characters development for major boost or make a big change in the world but it's your fic so good luck and sayonara~
