I don't know about the books, as I'm still halfway through the third, but remembering that in the films, especially the last one, in one of Snape's memories he talks about Dumbledore raising Harry as a "pig awaiting slaughter", and Dumbledore responds with a joking tone. Just to be clear, not only is he 100% kindness and compassion, he is also a politician with decades of experience who is in various positions of power.

Harry could go abroad, for example to France or the United States. Study abroad and with the goblins he could even arrange to move all the family assets away from magical UK and Dambledore.
