In my opinion Ephon should stay on his territory because his goal was to have a family, if you want to develop other parts of the world do it through his child who will travel all over the world, you change POV throughout time, from time to time to show the evolution of Ephon's territory and two or three chapters where Ephon would fight against a Powerful Gerrier. it is also necessary to put in place attempts by the 5 elders against the descendants of ephon. for example, in order not to involve the world government, the five elders will send powerful pirates in his son's path. if you could give Ephon or a member of his family a devil fruit it would allow them to have a place to train out of sight of the world government (like the mirror world where the fight between Luffy took place and Katakuri) and prepare for the great war, and for the last part ephon against ym sama would be good as a last arc to close the book.
