I'm guessing this dragon emperor wants more then just wage war in the world he may have some other goal like maybe aquire an sss-tier skill somehow or something along the line!?
I wonder if maybe the dragon emperor is actually Rey’s pet that he sent back in time to prevent some other catastrophe. Seems like a stretch but who knows
