Why do you highlight the importance of Tobirama's acceptance? At this point he is only Hashirama's little brother, he is not yet the second hokage or even considered for the role. The two important people in any final decisions at this point should be Hashiarama and Madara, everything else is just advice and not decision making. Tobirama shouldn't factor so much into decisions made for Konoha. Also in your timeline Tobirama did not kill Madara's little brother, which takes away part of his prestige (he did not kill the number 2 of the Uchiha clan) and he was even stuck in 2 vs 1 against an Uchiha who is not even a teenager (which should lower his prestige). In short, Tobirama's power should be really weak at this time in the final choices concerning Konoha. He has neither the authority (clan leader), nor the prestige (decisive victory), nor the displayed strength (loss to an 11-year-old Uchiha, without being weak as it may seem on paper). His only current political weight is being the little brother of the co-founder of Konoha, an elite ninja and nothing else.
