First hokage created village system which save shinobi from not knowing when they gonna die and what they gonna eat or where they gonna live next time. He give shinobi a status from low level mercinary group to respected profesion. And dont say first hokage was dum or anything just beacause he act lile fool infront of other to lower their guard to present more approachable... Second hokage created system of academy, jutsu and proper system to train new shinobi properly. Third hokage: although village was in decline because of his indecesiveness, lota of talents were born in his reign and kohnaha still maintain strongest village till his death. Yeah as person has lots of problem but let's just talk about his duty as hokage and politician . 4Th hokage: He was youngest and stable suring his reign as hokage. He protected village and fulfill his duty as leader. 5Th hokage: She maintain balance and fix the pproblem left behind by 3rd hokage. 6Th hokage: Kakashi was able develobed village because of naruto peacefully. 7Th hokage: His strength is alone enough to maintain peace in the world ignoring outsider like otsutsuki. Even if lack in wisdom and technical department there are always someone from behind ready to help him.
