did you got this skills reference in fgo? which kinda lame for story book because terms of those meants for game.
there is no such a thing as level and cooldown in nasuverse book and visual novels.
It is not exactly like game but leveling itself is new. Only MC is growing through leveling while others could increase their stats by other means. I just added leveling to show progression.
