Honestly, Shield wants to use MC's reputation as a hero (people who consider him a hero) and MC himself is the one who announces himself because this gives Shield the opportunity to take advantage of MC... I mean if Shield wanted to play a game like that, MC could have revealed Shield's organization to the world to warn them "don't play with me". Like in the film when the Shield organization was exposed, it made them feel very down and some of their agents even became fugitives lol because the world was afraid to see reports about their missions lol
