Maybe not the first, but the hospital or at least a smaller clinic should be one. It would make it easier to build appropriate health facilities in other territories, starting with Terrans ones, easier to repair, and the added bonus, even small, would definitely be most helpful.
Hmmm, indeed a school with a special effect of higher concentration/better understanding would boost the territory's potential. There's also the practical possibilities of building any factory of any sort with specialized effects.
