I think Alan made the right choices all around. He convinced the Capitain that he didn’t author the note, but has the potential acumen to do so, or at least bolster the capabilities of the note, and thus the survival of more players. He also got what he wanted from the last break, military support while remaining mostly independent of their regulations. Kudos to the author!
