Make it that Danzo and the other elders are embezzling the money for root and other off the record expenses. That way Root can't afford to expand its influence nearly as much.
I am really hoping that something really big happens with this constant build-up about the missing money. I will be very disappointed if it is all solved by a simple wave of the hand by Hiruzan
