just had a thought but your dread soul skull thing could it absorb dragon souls, or could it be turned into apart of a staff that instead of shooting spells uses dragon shouts, or better yet both with the more souls absorbed the more power the shout casting becomes, or you can use it as a teaching aid it would absorb the knowledge of word walls and it could increase the understanding of shouts or at as a medium to pore it into your mind. you could also use it as a summoning aid to make undead summons permanent
