Draco should use his knowledge to have the goinbu Familia get contracts for orario fortifications, shelters across orario, and secure facilities made with magi tech. If he is building strength for the future starting as soon as possible will give better returns.

Well there’s the Valis issue and politics so none of that happening soon plus I don’t think that the evilus will let that happen easily. Not exactly sure about the pact that the dungeon made with the gods too.
I've heard before that the walls for orario are to keep monsters in Instead of people out. I'm not sure if that is from the show or a fanfic, but the ideal is certainly there. If the dungeon does break what happens to the citizens they would be fodder. With evilus out of the picture for now its the perfect time for a structural change in the city. The city is very wide but it does not rise high nor does it go underground, the only notable underground structure I can think of is the dungeon offshoot that house the hybrid monsters(I don't remember what they are.) If they do discover that area its a easy entrance to lower levels.
