I get that he is angry and alot of the marines higher ups are no better then guard dogs but alot of people join the marines earnestly for like him revenge for love ones or the ideal of justice so hunting all marines makes him a cyclone of chaos and destruction like what will he leave in his wake

Killing all the Marines would lead to pirates roaming without consequences...this is a big problem..and in the Anime..most of shells town Marines were oppressed by Morgans and wanted to save people.
